Session 1530, Minutes Page 8 <br /> October 15, 1990 <br /> LIQUOR LICENSE - BAR JAMAICA, 7828 OLIVE STREET ROAD <br /> Mr. Schooner left the Council chambers. <br /> The City Manager recommended approval of a liquor license for the Bar Jamaica <br /> Jerk Pit, 7828 Olive. He said the applicant operated the House of Jamaica <br /> restaurant in both University City and St. Louis over the past six years with <br /> no liquor violations or police incidents of any kind. <br /> Mrs. Thompson moved approval, with Mr. Price seconding the motion. All voted <br /> Aye. <br /> Mr. Schooner returned to the Council chambers. <br /> LIQUOR LICENSE APPLICATION - ROYAL CHINESE BARBECUE, 8406 OLIVE <br /> The City Manager said the owner of the Royal Chinese Barbeque, 8406 Olive, ap- <br /> plied for a license to sell beer and wine by the drink. He noted that Council <br /> has a policy of postponing consideration of liquor licenses until a restaurant <br /> has been in business for six months; since this restaurant just opened Septem- <br /> ber 26, he recommended that the application either be denied or tabled until <br /> the requisite time has elapsed. <br /> Mr. Adams said the owner has operated other restaurants in the St. Louis area, <br /> and he wished to know if there have been problems of any kind. Mr. 011endorff <br /> said there is nothing in the police report to indicate any difficulties. <br /> Mrs. Schuman asked if it was not Council's policy to require that the restau- <br /> rant operate in University City for six months before receiving a liquor li- <br /> cense. Mayor Majerus said that was correct. Mr. Adams said he thought the <br /> six-month waiting period only applied to those with no track record of operat- <br /> ing a restaurant anywhere. <br /> Mrs. Thompson said that this restaurant was improving the esthetics of Olive <br /> Street Road, and she moved approval. The motion died for lack of a second. <br /> In response to Mr. Price, Mr. 011endorff read the Council's policy on liquor <br /> license approval: "The City Council has traditionally insisted on a lengthy <br /> period of observation of the restaurant operation before approving a license <br /> to sell alcoholic beverages." He noted there have been several exceptions, <br /> which in each case has been a well-known chain that was known to have a good <br /> quality operation. <br /> Mr. Adams said the policy evolved from a wish to prevent an owner from estab- <br /> lishing a bar but calling it a restaurant, and he did not see that happening <br /> in this case. <br /> Mr. Price agreed, and moved approval of the liquor license.
