Session 1532, Minutes Page 5 <br /> November 19, 1990 <br /> C <br /> situation existed on their councils. <br /> Mayor Majerus said as Council knew, the League bylaws change proposed by Uni- <br /> versity City was tabled at their last meeting, but she had no objection to <br /> substituting the voting proposal of the League Board (the only difference be- <br /> ing that votes allotted to cities would range from 1-5 instead of 1-4) . She <br /> believed there might be great difficulty removing the bylaws change from the <br /> table, and she encouraged all councilmembers to attend the League meeting on <br /> January 24th. <br /> All voted Aye. <br /> Mayor Majerus thanked the councilmembers for their comments and said she hoped <br /> they would be heeded. <br /> SITE PLAN REVIEW - 7250 MARYLAND <br /> The City Manager recommended approval of the site plan for a major addition to <br /> the single family home at 7250 Maryland. He said Council approval was needed <br /> since Zoning Code standards are exceeded, however, because of the unusually <br /> large lot, the proposed addition does not appear to violate the general intent <br /> of the ordinance nor result in overly intense land use. <br /> Mrs. Schuman moved approval, with Mr. Schoomer seconding the motion. All vot- <br /> ed Aye. <br /> LIQUOR LICENSE - WESTOVER CENTER <br /> The City Manager recommended denying an application for a package liquor store <br /> in the Westover Center. He said the applicant has a good personal record but <br /> no experience operating a liquor store, however, the major reason for denial <br /> is Council's policy that there are now more than enough package liquor loca- <br /> tions in the City. <br /> Mr. Schoomer moved denial, and Mr. Adams seconded the motion. <br /> Mr. Price said he was not in favor of approving a large number of liquor li- <br /> censes, but he did not believe Council set a policy about oversaturation. He <br /> recalled there was discussion about the appropriateness of liquor stores on <br /> Olive as opposed to permitting liquor licenses in residential neighborhoods. <br /> He did not feel this decision should be prefaced on whether or not the <br /> operator has experience. <br /> Mr. 011endorff said Council does have the authority to approve package liquor <br /> licenses, and there formerly were two package stores, one in the Loop and one <br /> on Olive, with the management of both having many years of experience. <br /> Mrs. Thompson said the location on Olive was in a business district, and she <br /> felt a liquor license there would not be as detrimental as in a neighborhood <br /> (me location. <br /> Mr. Adams <br /> said he has been somewhat concerned about the businesses locating in <br />
