Session 1532, Minutes Page 6 <br /> November 19, 1990 <br /> (me <br /> the Westover Center, and he believed a liquor store at that site was inappro- <br /> priate and not in the best interests of the shopping center. <br /> Mr. Schooner reminded Council that for every package license granted in recent <br /> years, liquor sales have been limited to 10% of the floor space. He said he <br /> would not vote in favor of any 100% liquor operation. <br /> All voted Aye in favor of denial. <br /> SUNDAY LIQUOR LICENSE - NOBU'S JAPANESE RESTAURANT <br /> The City Manager said approval of a Sunday liquor license for Nobu's Japanese <br /> Restaurant, 8643 Olive Boulevard, was recommended. He said Sunday sales by <br /> the drink were supposed to have been part of the application approved by Coun- <br /> cil several weeks ago, but were not included because of an oversight. <br /> Mr. Wagner moved approval and Mrs. Schuman seconded the motion. All voted Aye <br /> TAX INCREMENT FINANCING FOR WESTOVER CENTER <br /> The City Manager said Council is asked to approve the issuance of a note of <br /> $190,000 for tax increment financing in the Westover Center. The note will be <br /> paid back totally from the increased tax revenue from the Center. He noted <br /> that Council had received copies of the agreement. Approval was recommended. <br /> Mr. Adams moved approval. Mrs. Thompson seconded the motion, which carried <br /> unanimously. <br /> Mayor Majerus asked Mr. 011endorff if it was correct that the Tax Increment <br /> Finance Commission has paid back to the City all of the money borrowed for <br /> their start-up operations.
