Session 1533, Minutes Page 11 <br /> (me December 10, 1990 <br /> CONTAINING A SAVING CLAUSE AND PROVIDING A PENALTY." <br /> The bill was assigned No. 7994 and given its first reading. <br /> EXECUTIVE SESSION <br /> Mr. Schomer moved that Council meet in executive session at 8:55 p.m. this <br /> date in Room 6 of City Hall for the purpose of discussing personnel matters. <br /> Mr. Adams seconded the motion. The roll call vote was as follows: AYES: <br /> Councilmembers Thompson, Price, Adams, Wagner, Schuman, Schoomer, and Mayor <br /> Majerus. NAYS: None. <br /> ANNOUNCEMENTS <br /> Mayor Majerus reminded Council of the annual employee holiday luncheon on De- <br /> cember 21 at the Community Center. She urged councilmembers to attend so <br /> they may talk with and thank those who keep the City going. <br /> Following brief discussion, Mayor Majerus said the next Council study session <br /> will be held Saturday, January 26 at the Library. <br /> Mayor Majerus extended her best wishes to all present for a very happy and <br /> healthy holiday season and new year. <br /> Mr. Adams noted that the State Legislature passed an ethics law, and he asked <br /> for information as to the kind of reporting that will be required of public <br /> officials in the future. Mayor Majerus said exact requirements for financial <br /> disclosure filing have not yet been received, but she would ask for guide- <br /> lines as soon as they are available and distribute them to Council. <br /> CITIZEN COMMENTS <br /> Mr. Bob Kaufman, 8129 Stanford, said he was surprised recently to be ticketed <br /> for raking leaves into the street before the deadline for doing so, noting <br /> that this happened on the only day he had help, late on Friday before they <br /> were to be collected the following week. He felt this policy, which resulted <br /> in $27 tickets for himself and same of his neighbors, was inappropriate and <br /> punitive, particularly when it then took the City more than a week to collect <br /> the leaves. He did not understand the heavy-handedness of this policy, par- <br /> ticularly when other areas of the city were inundated with leaves, in some <br /> cases actually causing a hazard. <br /> Mayor Majerus said this neighborhood was certainly not singled out, and there <br /> were problems all over the City, with other areas also ticketed. She noted <br /> that when leaves are put out ahead of time and there is rain, the storm sew- <br /> ers often get stopped up, causing many problems. She added that the leaf <br /> situation will get worse, particularly starting next year when no yard waste <br /> at all can go into the landfill. She said the City could take a fresh look <br /> ir <br /> ihme at this law, but as a citizen she was unwilling to support a policy that al- <br /> lowed people to rake their leaves into the street and let them sit there for <br /> weeks. Mr. Kaufman suggested that perhaps the schedules could be adjusted <br /> to meet the needs of various areas as opposed to weeks of leaves sitting in <br />
