BILL FOR INTRODUCTION BILL NO. 7994 - AMENDING CHAPTER 34 MUNICIPAL CODE RELATING TO ZONING, BY RE- PEALING SECTION 34-52.4(h) AND ENACTING IN LIEU THEREOF A NEW SECTION 34- 52.4(h) TO PROHIBIT THE INSTALLATION OF SECURITY BARS ON ANY WINDOW OR DOOR- WAY OF ONE- OR 'TWO-FAMILY STRUCTURES, EXCLUDING BASEMENT WINDOWS, BUT PROVID- ING THAT SUCH BARS INSTALLED ED BEFORE THE EFFECTIVE DATE MAY REMAIN UNTIL SUCH TIME AS THERE IS A CHANGE IN THE OCCUPANCY OF THE PROPERTY. A bill was introduced by Councilmember Schoomer, entitled: "AN ORDINANCE AMENDING CHAPTER 34 OF THE MUNICIPAL CODE OF THE CITY OF UNI- VERSITY CITY RELATING TO ZONING, BY REPEALING SECTION 34-52.4(h) RELATING TO SPECIFICALLY PROHIBITED ACCESSARY USES, AS MALTED BY ORDINANCE NO. 5762 PASSED JULY 9, 1990, BY ENACTING A NEW SUBSECTION 'h' TO PROHIBIT THE IN- STALLATION OF SECURITY AND BURGLAR BARS ON ANY WINDOW OR DOORWAY OF ANY ONE- OR TWO-FAMILY STRUCTURE, EXCLUDING BASEMENT WINDDWS, BUT PROVIDING THAT SUCH BARS INSTALLED BEFORE THE EFFECTIVE DATE OF THIS SUBSECTION MAY REMAIN, SUB- JECT TO THE PROVISIONS OF SECTION 34-81, UNTIL SUCH TIME AS THERE IS A CHANGE IN THE OCCUPANCY OF THE PROPERTY OR DWELLING UNIT AFTER SUCH E FECTIVE DATE,
