<br /> <br /> <br />-Will food be prepared on-site? Ms. Zhang stated that the food would be prepared at <br />the Mandarin House restaurant in Overland and be transported to the subject property <br />and heated on-site; there would be no food preparation on-site. <br /> <br />-What is the seating capacity for the proposed banquet hall? Ms. Zhang stated <br />approximately 500. <br /> <br />-What would the noise impact be on the surrounding residential areas to the south? <br />Ms. Zhang stated there would be none to her knowledge, as has been with previous <br />experience. Mr. Greatens stated that the proposed business would be required to <br />comply with the performance standards related to noise in the Zoning Code and that <br />the proposal was for indoor use only; any outdoor noise violation could be a police <br />matter. <br /> <br />this location and was consistent with the previous restaurant at this location as well as <br />with the surrounding uses. Regarding parking, the proposed banquet hall would comply <br />with the Zoning Code requirements and the remaining uses of the building would also <br />comply with the parking requirements. Mr. Greatens stated that there were recommended <br />improvements to the property as specified in the Olive Boulevard Design Guidelines <br />which included the installation of a decorative fence along Olive Boulevard for this <br />portion of the property and improvements to the existing landscaping. Mr. Greatens <br />stated that staff recommended approval with conditions specified in Attachment B of the <br />Staff Report. <br /> <br />Public Comments <br /> <br />Mr. Ivailo Chervenkov 8005 Presidio Ct., expressed concerns with public health and <br />safety and the impact the proposed business might have on property values, traffic, noise, <br />waste, and alcohol use. <br /> <br />Ms. Bobette Patton 7901 Glenside Place, stated she had concerns about the fence that <br />runs between the subject property and the adjacent residential properties to the south and <br />that the fence was in extreme disrepair. <br /> <br />Ms. Dorothy Dunbar 7947 Glenside Place, expressed concerns about potential noise <br />caused by delivery trucks on the subject property and stated she was opposed to any sale <br />of alcohol on the premises. She also stated she was concerned about the fence behind the <br />subject property as previously mentioned. <br /> <br />Ms. Zhang addressed the public comments. Regarding the concerns about noise, she <br />stated there was no outdoor music proposed and all music would be inside the building. <br />She stated that alcohol would not be served at this location and functions would not be <br />held frequently, only a few each month. <br /> <br />Questions/Comments from Plan Commission members and responses from the applicant <br />included: <br />tğŭĻ Ћ ƚŅ Ў <br /> <br /> <br />
