Works Director his replacement was not a civil engineer, and all of University City has suffered as a <br />result. Emptying the trash is the one chore an urban child can perform, but somewhere along the <br />line the northeast dumpster box morphed from its original size into an industrial sized box with lid <br />measurements up to 51 inches. Now no child can even reach the dumpster, let alone lift the lid. Ms. <br />Glickert stated that the alleys in the southwest section are clean, well paved, every box has a lid and <br />is in perfect conditions. Conversely the northeast alleys contain rusted, burned boxes in deplorable <br />condition. She asked if we all pay the same fee, why is the northeast section of University City <br />treated differently than the southwest section. Do the employees with the title of “Solid Waste <br />Management” ever go into the alleys? Ms. Glickert asked who made this discriminating policy for the <br />northeast section of University City. <br /> Ms. Glickert stated that this City has yet another inherited mistake and it is time to stop. She <br />rd <br />stated that the newest 3 Ward Councilmember asked, “What will happen to these industrial boxes” <br />and said in her unprofessional opinion, that most qualified for the recycle heap and those with lids <br />can be recycled to the apartment areas. Ms. Glickert congratulated Mr. Jennings on his election to <br />rd <br />the 3 Ward Council seat and asked that each Councilmember visit these alleys prior to voting on <br />the Wastequip agenda item. She stated that she had visited alleys in Hampton Village and <br />Skinker/De Baliviere areas and discovered that they have recycle bins and green bins for yard <br />waste, both of which make a lot of sense. Ms. Glickert urged Council to send this item back for <br />further review, and to treat all single family residential neighborhoods the same, irrespective of their <br />socioeconomic structure. <br /> <br />I. PUBLIC HEARINGS <br /> <br />1. <br />The public hearing for the Neighborhood Improvement District (NID) for Kingsbury was opened <br />at 7:05 p.m. Having no requests to speak Mayor Welsch closed the public hearing at 7:06 p.m. <br /> <br />2. <br />The public hearing for the 2015 Community Development Block Grant (CDBG) grant allocation <br />was opened at 7:06 p.m. <br /> <br />Elsie Glickert, 6712 Etzel, University City, MO <br />Ms. Glickert stated that she wanted to direct Council’s attention to Sutter Avenue which is located in <br />the easternmost part of University City. She stated that Sutter comprises approximately one mile <br />running from Olive to Page, and is home to the St. Louis County Police and Fire Academy. The <br />street is owned by three municipalities, University City, Wellston and Pagedale. Ms. Glickert stated <br />that a number of years ago it was proposed that this street become a County urban road if it could be <br />brought up to the County’s standards, which University City and Pagedale were able to do on their <br />portions of the street, but Wellston could not. Ms. Glickert stated that in the generosity of the <br />previous administration $50,000 of University City money was allocated to pave Wellston’s section of <br />Sutter Avenue, with the understanding that it was to become a County urban road. Unfortunately <br />that administration did not follow through; lack of confidence in the Public Works Department, and <br />consequently University City is still responsible for snow removal, street sweeping and leaf removal. <br />Ms. Glickert stated that because of the City’s time and the expenditure of $50,000 of Community <br />Development money, it is long overdue to pursue St. Louis County’s promise to accept Sutter <br />Avenue and she is asking that this expenditure be justified. <br /> Ms. Glickert stated the Community Development Block Grant (CDBG) listed $25,000 for police <br />patrol, but it did not say where this patrol would take place.
