<br />MEETING OF THE CITY COUNCIL <br />CITY HALL, Fifth Floor <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />June 9, 2014 <br />6:30 p.m. <br /> <br />A. MEETING CALLED TO ORDER <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, on <br />Monday, June 9, 2014, Mayor Shelley Welsch called the meeting to order at 6:30 p.m. <br /> <br />B. ROLL CALL <br />In addition to the Mayor the following members of the Council were present: <br /> <br /> Mr. Rod Jennings <br /> Dr. Paulette Carr <br /> Mr. Stephen Kraft <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br /> <br />C. APPROVAL OF AGENDA <br /> <br />Mr. Jennings stated that he would like to nominate Bwayne Smotherson for appointment to the Arts & <br />Letters Commission. <br /> <br />Mr. Sharpe made a motion to amend the agenda by removing Resolutions 2014-20, 2014-21, 2014- <br />22, 2014-23, 2014-24 and 2014-25, seconded by Mr. Glickert. <br /> <br />Mayor Welsch requested that the dates for the Study and Regular Session Minutes be amended to <br />thth <br />read May 27 instead of May 24. <br /> <br />Mr. Crow asked what authority was being utilized to remove resolutions from the agenda that had <br />been properly introduced by two members of Council Mayor Welsch stated that authority is granted <br />under City Council’s Rules of Order and Procedure adopted in November of 2012. She stated that <br />th <br />Council also follows Robert’s Rules and Section 41, page 373 of the (11 ed.) states that “The agenda <br />of a Council is not final until it is approved at the meeting. If there is a motion to change the agenda <br />there shall be discussion and the full body must decide whether or not to approve the suggested <br />changes.” <br /> <br />Mr. Crow asked Mayor Welsch if it was correct that Roberts Rules of Order allows changes by a <br />majority at every single meeting, even though City Council’s Rule 24 clearly gives members the right <br />to place something on the agenda. Mayor Welsch stated that was correct. Mr. Crow asked if the <br />research of these rules had been conducted by Mayor Welsch or Ms. Pumm. Mayor Welsch stated <br />that she had done the research of Robert’s Rules. <br /> Mr. Crow stated that Roberts Rules of Order, page 3, also states that, “A member of an assembly <br />in the parliamentary sense is entitled to full participation in its proceedings; the right to attend <br />meetings, to make motions, to speak, to debate and to vote. No member can be individually deprived <br />of these basic rights of membership.” Therefore, it seems as though there are a number of things that <br />this Council needs to work through. He stated that in his mind, Council’s Rule 24, which allows a <br />member to make a motion, would take precedent over Robert’s Rules, and the motion to remove <br />these resolutions should be ruled to be out of order since it would deprive the members of this body <br />their right to make such a motion. <br /> <br />Dr. Carr stated that she had contacted a professional registered Parliamentarian, Ms. Chris Dickey, to <br />assist Council in resolving this disagreement. She then asked Ms. Pumm if she had such <br />parliamentarian credentials, to which Ms. Pumm replied she did not. Dr. Carr stated that Ms. Dickey <br /> <br />
