had been provided with the City’s Charter, Council’s Rules, the agenda from the last meeting, the <br />resolutions that were removed, the audio tape of the meeting, as well as portions of the video to assist <br />her in rendering an opinion. Dr. Carr requested that Ms. Dickey be allowed to make a statement to <br />Council regarding the approval of the agenda and removal of these resolutions. <br /> <br />Point of Order; Mr. Kraft noted that there was a motion on the floor. Mayor Welsch agreed with <br />Councilmember Kraft. She stated that while Ms. Dickey was welcome to address this issue during the <br />citizen’s comment section of this proceeding, her belief is that this is a discussion for Council. <br /> <br />Mr. Crow stated that with all due respect to the Mayor, he does not believe that allowing this <br />Parliamentarian to guide Council through this process in any ways hinders the methods that members <br />of Council have available to them to continue to delay these resolutions. He stated that if this is what <br />the majority of Council wants to do then they should do it right, rather than continuing to ride <br />roughshod over the democratic rights of members and Council’s own rules. Mr. Crow stated that once <br />again, this City has made it clear that this administration will use the resources they have willingly and <br />if you choose to question it then you also need to pay the freight yourself and hire someone to assist <br />you, because otherwise you are never going to get anywhere. <br /> <br />Mr. Glickert stated that recently Council encountered an individual who attempted to address this body <br />at the beginning of a meeting and they were asked to present their remarks at the appropriate time. <br />So while he is very willing to listen to the parliamentarian history and experience, it should be done at <br />the appropriate time. <br /> <br />Dr. Carr stated that she had anticipated Council’s reaction to her request and therefore had asked Ms. <br />Dickey to prepare a written statement that she would like to read into the record. She then asked Ms. <br />Pumm if she would provide members with a copy of the Ms. Dickey’s statement and Resume. <br />Ms. Dickey’s letter is attached at the end of these minutes. <br /> <br />Mr. Kraft stated that in legislative bodies which use Robert’s Rules of Order the majority sets the <br />agenda. Those legislative bodies include Congress, the State legislature and City Council. He stated <br />that the last time he checked the Republican-controlled House has not brought up any votes for gun <br />control. So fundamentally, Roberts Rules of Order states that, “Under the rules of parliamentary law a <br />deliberative body is a free agent, free to do what it wants.” Changing an agenda when the option of a <br />proposed agenda is pending is subject to amendment by a majority vote. Council’s first order of <br />business after roll call is adopting the agenda. Council routinely and regularly makes changes to the <br />proposed agenda. <br /> <br />Mr. Crow stated that his hope is that each one of them would begin to ask their representative on <br />Council why they do not want to take these votes? Mr. Crow stated take the vote and be done with it. <br />He stated that this morning he had received a letter from a citizen who felt the same way and sked to <br />read it into the record. <br />“At the last Council Meeting the six resolutions submitted by Council members Crow and Carr were <br />removed from the agenda at the beginning of the meeting before any discussion of the resolutions <br />could take place. I have learned that they are on the agenda again. I urge you to leave the items on <br />the agenda this time, so that a full and fair discussion of the resolutions can be had. <br /> <br />First of all, the citizens of University City deserve to know where each of you stand on each of these <br />resolutions, and why you are either for or against them. In particular, the citizens deserve to <br />understand your positions regarding the City Manager’s decision to suspend six firefighters; a decision <br />which potentially endangers the citizens of University City. Additionally, with respect to the resolution <br />regarding Councilmember Kraft, why was it acceptable to reprimand Councilmember Price, but to not <br />reprimand Councilmember Kraft for what is apparently similar conduct? <br /> Secondly, as was pointed out more than once at the last meeting, removing items from the agenda <br />put forth by other members of Council prevents the voices of the minority from being heard. Our <br />democratic process is in place to protect the rights of the minority, and the ability for the voices of the <br />minority to be heard. Removing items from the agenda as was done at the last meeting defeats the <br />very purpose of our democratic process. <br /> Finally, Mayor Welsch, Councilmembers Kraft, Glickert, Sharpe and Jennings, although you are in <br />the majority now, someday one of you may find yourself in the minority.
