forth a resolution you will undoubtedly want that resolution discussed in the same way that Council
members Crow and Carr want their resolutions discussed. Asking each of you to give the other
members of Council the respect that each expects in return is not asking too much. Stated differently,
you should treat each other as you wish to be treated by others.”

Mr. Crow then read a second letter into the record, addressed to the Mayor and all members of
Council.
“I see that the resolutions that were so shockingly dispensed with two weeks ago are again on
tonight’s agenda. What I witnessed two weeks ago was disgraceful. The blatant disrespect five of
you showed for two Council members who had initiated these resolutions went beyond disgracing the
offices you hold. We as your constituents were also shown the ultimate disrespect. Our City deserves
better. We are University City, our diversity, not divisiveness, makes us strong, effective and envied
by other communities. Our progressive vibrancy, not divisiveness, should be what puts us in the
headlines. You as our leaders have a duty to nurture community solidarity, not destroy it. Do not think
for a moment that because the Council Chamber is not filled to capacity that citizens of this community
are not upset with what has transpired these past two months. Dismay, disgust and sadness, are
what keeps many of us away, this needs to end and you are the ones to do so.

I look forward to a full and honest discussion of all the resolutions on tonight’s agenda. Additionally, I
believe you need to put our City Manager on notice that his excessive and retaliatory actions will no
longer be tolerated. And that his behavior during the last election will be examined and may be
subject to disciplinary action. Finally, please find ways to get our firemen back to work and to let the
healing begin. “

Mr. Crow then asked his colleagues once again, why is it that the majority of this Council does not
want to take a vote on these resolutions? He then apologized for the fact that those in attendance
would not hear a vote on these resolutions, but promised that they would be back on the agenda at
the next meeting.

Mr. Sharpe called for the question.

With the question being called, Mayor Welsch asked Ms. Pumm to poll the Council; explaining an aye
vote meant the discussion would cease; a nay vote meant the discussion would continue.

Roll Call vote on the question was:
AYES:
Mr. Jennings, Mr. Kraft, Mr. Glickert, Mr. Sharpe and Mayor Welsch.
NAYS:
Dr. Carr and Mr. Crow

Point of order; Dr. Carr stated that the motion to amend the agenda should not go forward.

Mr. Kraft advised Dr. Carr that there was a motion on the table and that every member of Council had
been given the opportunity to speak twice on the motion.

Mayor Welsch announced that the question had been called and Council was now ready to move
forward with the vote.

Roll Call vote on approval of the agenda as amended was:
AYES:
Mr. Jennings, Mr. Kraft, Mr. Glickert, Mr. Sharpe and Mayor Welsch.
NAYS:
Dr. Carr and Mr. Crow

D. PROCLAMATIONS

E.
