Ms. Norton did not vote for <br />my opponent, the County records show”. <br /> <br />Page E-2-15, be amended to include a complete transcript of the taped proceedings Dr. Carr asked to <br />have transcribed. Dr. Carr had provided Ms. Pumm with a copy of the recording and asked that it be <br />incorporated into the minutes. <br /> <br />Dr. Carr stated that, “several Resolutions that pose questions to the City’s firefighters,” should be <br />amended to read, “Several Resolutions that pose questions pertaining to the City’s firefighters”. <br /> <br />Mr. Glickert stated that during the tenure of the previous Mayor the protocol for making minor changes <br />to the minutes was handled by either an email or a phone call to the City Clerk prior to the meeting. <br />Although substantive changes should obviously be brought to Council’s attention. <br /> <br />Dr. Carr stated that while she is glad to see that Councilmember Glickert is embracing some of Mayor <br />Adam’s procedures, she did not receive the minutes in advance and therefore was unable to make <br />these changes prior to the meeting. <br /> <br />City Clerk Pumm stated that it is always appreciated when members of Council take the time to inform <br />her of changes when they receive their packets on Thursday, because the minutes are very long and <br />oftentimes it is difficult for her to turn them around and get the agenda out in the time allowed. She <br />stated that the recording played by Dr. Carr at the last meeting was not clearly audible and therefore <br />she would like to receive guidance from Council as to whether or not she is required to transcribe it. <br /> <br />Mr. Crow stated that while he is glad to see that Council has plenty of time to discuss things like this <br />and not the resolutions that are on the agenda, he is not sure that this conversation does not need to <br />be at this time. <br /> <br />Mayor Welsch suggested that this issue be discussed in another forum, because she would be <br />concerned about having that transcript as a part of the minutes without an explanation from Mr. <br />Walker clarifying what the discussions in the contract negotiations were all about, specifically with <br />respect to uniforms. She then asked Council if the minutes could be approved as amended tonight <br />and then a time be established to further discuss Dr. Carr’s request regarding the audio tape? <br /> <br />Mr. Glickert suggested that Council establish a date to conduct a meeting on rules and regulations <br />wherein this topic could encompass a portion of that meeting. <br /> <br />Voice vote on the motion to approve the minutes as amended carried unanimously. <br /> <br />F. APPOINTMENTS <br />1. <br />Mary Ann Zaggy was nominated for appointment to the Youth Commission by Mayor Welsch, <br />seconded by Mr. Crow and the motion carried unanimously. <br />2. <br />Jack Breier was nominated for appointment to the Advisory Board/Washington University by Mr. <br />Crow, seconded by Mr. Sharpe and the motion carried unanimously. <br />3. <br />Barbara Santoro was nominated for appointment to Arts & Letters Commission by Mr. Crow, <br />seconded by Dr. Carr and the motion carried unanimously. <br />4. <br />Dr. Todd Swanstrom was nominated for appointment to the Advisory Board/Washington University <br />by Mayor Welsch, seconded by Mr. Sharpe and the motion carried unanimously. <br />5. <br />Bwayne Smotherson was nominated for appointment to the Arts & Letters Commission by Mr. <br />Jennings, seconded by Mr. Glickert and the motion carried unanimously. <br /> <br />G. SWEARING IN <br /> <br />1. <br />Robert Lucas was sworn in to the Arts & Letters Commission in the City Clerk’s office. <br /> <br />H.
