Ms. Glickert stated that the mixer valves would save <br />on utility costs, improve the comfort index for users, and the painted concrete floors coupled with wet <br />feet, is just an invitation for accidents. She stated that these are basic improvements that she would <br />like to see included in this year’s budget. <br /> Ms. Glickert stated that the level of memberships for Centennial Commons is disappointing. But <br />what mental picture does the name Centennial Commons convey? Is it a shopping center? Is it an <br />apartment complex? Well in her opinion, it certainly does not convey a mental picture of a <br />recreational center. She stated that the Prop K volunteers who worked to increase the sales tax <br />wanted the name of the new complex to be the Heman Park Recreation Center; which immediately <br />conveys a mental picture of what it is and where it is located. Ms. Glickert suggested that now would <br />be a good time to change the name to what the citizens want. <br /> Ms. Glickert then questioned why there was such paucity in street and alley sweeping. She stated <br />that the City is still only six square miles; it owns more sweepers today than ever before, so she finds <br />it difficult to understand why alleys are only being swept two times a year. Ms. Glickert stated that in <br />rd <br />the past alleys were swept once a month. She stated that the 3 Ward alleys should be treated <br />equally, immediately, with the same level of sweeping and quality of dumpsters as those located in the <br />st <br />1 Ward. Ms. Glickert stated that this is absolutely the worst case of discrimination she has ever <br />witnessed in her 89 years of residency, and in her opinion Solid Waste Management needs some <br />serious overview. <br /> Ms. Glickert stated that Council will be asked to spend $146,000 tonight for trash and recycling <br />containers. She stated the drivers drop the trash containers exactly where the truck stops, in the <br />street. Ms. Glickert stated that the life of these containers would be extended, street safety would be <br />enhanced and passing traffic would not sideswipe the containers if drivers were instructed to place <br />them back on the curb they picked them up from. <br /> Ms. Glickert stated that Councilman Kraft has repeatedly and correctly stated that no University <br />City money shall be spent on the Trolley. However $250,000 was spent for a Feasibility Study that <br />has still not materialized and $35,000 is now in this current budget for lights associated with the <br />Trolley. Ms. Glickert stated that this is University City money, and she would vigorously oppose this <br />proposed expenditure. <br /> <br />Edward McCarthy, 7101 Princeton Avenue, University City, MO <br />Mr. McCarthy stated that the one thing he would like eliminated from the budget is the stickers on the <br />yard waste bags. He stated that he cannot think of anything that is more inefficient and a waste of <br />time and money. Mr. McCarthy stated that the City has already reduced the number of months that <br />residents are required to utilize these stickers and he would urge this administration to do the same <br />with the remaining months. <br /> Mr. McCarthy stated that approximately a year and a half ago he came before Council and asked <br />for additional funds for the pension plan and would like to make the same request. He stated that last <br />year the City elected not to take the maximum contribution for pension plans and as a result it was cut <br />by $60,000. Mr. McCarthy stated that this year he would ask the City to not only max out its <br />contributions to the police and fire pension plans, but to also contribute more to the non-uniform <br />pension plan. He stated that his belief is that the City has an overabundance of funds. <br /> <br />Having no further requests to speak Mayor Welsch closed the public hearing at 7:26 p.m. <br /> <br />2. <br />The public hearing on the proposed vacation of part of part of public Right-of-Way alley adjacent <br />to 8694 W.
