L. <br />COUNCIL REPORTS/BUSINESS <br /> <br />1. <br /> <br />Boards and Commission appointments needed <br />Mayor Welsch read the appointments that were needed. She then asked Ms. Pumm if she would <br />share the following Council liaison appointments with all members of Council: <br />Mr. Jennings <br /> appointed to Board of Adjustments, Historic Preservation and the Youth <br />Commission. <br />Dr. Carr <br /> appointed to Board of Appeals, In-Fill Review Board and the Urban Forestry Commission. <br />Mr. Crow <br /> appointed to CALOP, Library Board and the Pension Board. <br />Mr. Glickert <br /> appointed to Civil Service Board and the Plan Commission. <br />Mr. Kraft <br /> appointed to Green Practices, Parks Commission and the Traffic Commission. <br />Mr. Sharpe <br /> appointed to Arts & Letters and Senior Commission. <br />Mayor Welsch <br /> appointed to the Human Relations Commission. <br /> <br />2. <br /> <br />Council liaison reports on Boards and Commissions <br />Dr. Carr stated that last November the Traffic Commission voted unanimously to open Trinity North <br />and South, however the minutes from that meeting did not reach Council until February. She <br />stated that thereafter, staff advised the commission that they would like the opportunity to go back <br />over this information with them since they were not in agreement with the commission’s initial <br />decision. Dr. Carr stated that at their last meeting the commission again voted unanimously to <br />send their original decision to Council in order to advise them of their intent. She stated that there <br />were several people who came forward at the meeting to express their opposition to the opening <br />of Trinity, and Dr. Carr read an email that she received in from Mr. Ron Skinner. “I wanted to give <br />you some perspective on how I ended up speaking at the meeting last Wednesday. Pattie Skinner <br />and myself, were not in town last November when the commission evidently approved a plan for <br />th <br />parking in the City Plaza. When I got a call about ten days before the May 14 commission <br />meeting from Rich,” meaning Rich Wilson, “wanting my input on a plan that he had, I was in shock. <br />Until this time I must say we were pretty sure that nobody at all was concerned about our feelings <br />on the plans for the Plaza.” Mr. Skinner lives at No. 2 Princeton. He noted that after beginning to <br />speak on the layout, it was apparent to him that he had been engaged as a pawn in Mr. Wilson’s <br />plan to defy the wishes of the commission set forth in the meeting last November. Mr. Skinner <br />noted that his actions seemed to be on the border of a dereliction of his duties as the Director of <br />Public Works. <br /> Dr. Carr stated that Mr. Skinner went on to express his concerns about having to look at the <br />parking lot from his front yard. Dr. Carr stated that although she is no longer the liaison to the <br />Traffic Commission she will attempt to present them with a copy of Mr. Skinner’s email. Dr. Carr <br />stated that she thinks that what happened in this instance is disingenuous of those citizens who <br />give freely of their time to weigh these issues, only to then have them disregarded by staff because <br />they did not like their answer. <br /> <br />3. <br /> <br />Boards, Commissions and Task Force minutes <br />4. <br />Other Discussions/Business <br /> <br /> Protocol for calling Special Council meeting requested by Mr. Crow and Dr. Carr <br /> <br />Mr. Crow stated that many of the citizens who are in the audience tonight were also present a few <br />weeks ago when Mr. Price, Dr. Carr and himself expressed concerns regarding a special meeting to <br />which they received physical notice. He stated that it was made clear to them, as well as everyone in <br />attendance, that the Mayor and staff believed that they had met every obligation; that there was <br />proper notice and that it had been a proper meeting. In fact, the complaining members of Council <br />were rather hastily chided that the police had dropped off a packet at every member’s home and the <br />City Clerk then informed everyone that it was not her normal practice to send out emails. Rule 4 of <br />Council’s Rules states that, “Special sessions may be called by any two members of the Council by a <br />written request filed with the City Clerk, who shall thereupon prepare a notice of such special session; <br />to make diligent effort to notify each member of the Council either by telephone or email of such <br />special session.” <br /> <br />Dr. Carr stated that she would echo Mr. Crow’s comments. She stated she is a full member of this <br />Council, and as such, should have been fully informed by both the City Clerk and the City Manager of <br />the Special session. Dr. Carr stated that when both of these individuals choose not to do what they <br /> <br />
