<br />what it says. <br /> <br />Mr. Kraft said he would prefer this be rewritten to where all seven could support it. <br /> <br />Mr. Price called for the question and seconded by Mr. Kraft. <br /> <br />Mayor Welsch stated the question has been called on the motion to Postpone Resolution <br />2014 – 13 until May 27, 2014. <br /> <br />Roll Call vote <br />Ayes: Mr. Sharpe, Mr. Kraft, Mr. Crow, Mr. Glickert, Mayor Welsch <br />Nays: Mr. Price, Dr. Carr <br /> <br />Call for the question carried by a 2/3 vote. <br /> <br />Mr. Glickert moved to postpone Resolution 2014 – 13 until May 27, 2014 Council meeting, <br />seconded by Mr. Sharpe. <br /> <br />Roll Call vote: <br />Ayes: Mr. Kraft, Mr. Glickert, Mr. Sharpe and Mayor Welsch <br />NAYS: Mr. Price, Dr. Carr and Mr. Crow <br /> <br />Resolution 2014 – 13 will be carried over to the May 27, 2014 Council meeting. <br /> <br />5. <br />Resolution 2014 – 14 City Council supports the right of all first responders in University City <br />to engage in political activity as enacted in Missouri Revised state 67.145 <br /> <br />Mr. Crow moved to introduce, seconded by Dr. Carr. <br /> <br />Dr. Carr stated there has been question as to what the state statute actually said in regard to <br />whether the firefighters could participate in political discourse or whether this resolution <br />affected the city. She noted that there is a state statute and the city is bound to honor it. <br /> <br />Mr. Crow agreed with Ms. Carr if there is a question of concern they can ask it. <br /> <br />Mr. Kraft moved to postpone indefinitely, seconded by Mr. Sharpe. <br /> <br />Mr. Kraft asked if Council was going to vote on every law in the State of Missouri if we support <br />it. He said the implication when this was put on the agenda is that the city is not following the <br />law. Mr. Kraft said this referred to a specific provision in campaign law and saw no real <br />reason for Council to weigh-in on it. <br /> <br />Dr. Carr said if there are a lot of things for Council to weigh-in as an ordinance concerning the <br />Sunshine Law in University City. She stated that when she hears someone say they have <br />four votes they are violating the Sunshine Law. Dr. Carr said this was another no vote without <br />taking a no vote. She said she can’t say it was not planned but it sure looks like it to her. Dr. <br />Carr stated that this Council does not want you to know what their position is because they <br />don’t want you to hold them accountable when it comes time to vote. She noted she can’t see <br />Council moving forward in what Mayor calls healing and what Mr. Kraft promised his <br />constituents that he would change his ways. Dr. Carr said she was here for two more years <br />and she said to Mr. McCarty that she is still charged with representing her constituents. She <br />said she recognizes that some don’t want to be her constituents but it is a free country. <br /> <br />Mayor Welsch asked to poll the Council on motion to postponed indefinitely Resolution 2014 – <br />14. <br /> <br />14 <br /> <br /> <br />
