CITIZEN COMMENTS <br />Kurt Becker, 115 McMenamy <br />Mr. Becker had a clarification on what was said earlier that the Civil Service Board had set a date <br />for the firemen appeal and noted to his knowledge that was not the case. Secondly he spoke on <br />question posed about how many hours of overtime are now being worked. He said that number <br />as of today is 963 hours. Lastly he is present despite all of the emotions, frustrations and anger <br />that have been expressed; he was optimistic that we can move forward. He was optimistic that <br />there is a path out of this. Mr. Becker said that if anyone would want to sit down and discuss this <br />he is a willing and able participant. <br /> <br />Beth Martin. 410 Mehville <br />Ms. Martin stated she has had conversations with ward one Councilmembers, friends and <br />neighbors. Her understanding from these conversations was that University City from its Charter <br />prohibits employees from participating in an election. The state law spoke specifically as to what <br />a city could do. Ms. Martin said the firefighters participated in a photograph and was in <br />accordance with state law and the City Charter is not in agreement with state law. She said the <br />City needed to change their rule to be in accordance with the state law. <br /> Ms. Martin said the basic agreement is what is a uniform and what does it mean. She said it <br />no longer is a question of whether they were in uniform or participated in a campaign; those <br />candidates all lost. The City called in the firefighters after the election and suspended them. She <br />noted that she did think some of firefighter’s campaign literature were not appropriate but in the <br />end the firefighters were suspended, lost their pay and the City is paying overtime. <br /> In general, her conversations were with whether the suspensions were too severe. Mr. Walker <br />stated to her that he would be willing to reconsider and re-evaluate the suspension. He stated it <br />was important to him that the union apologizes and admits they were wrong. Ms. Martin said she <br />has heard that the union expressed an apology to Mr. Kraft and he would be willing to sit down <br />again to discuss it. <br /> Ms. Martin said she was frustrated with all of the resolutions and the no or postponement <br />votes. She asked the Council to have the City Manager update the City’s laws to clarify what the <br />state statute says. <br /> Ms. Martin noted that Mayor Welsch’s newsletter stating that there was only a small group of <br />disgruntled citizens and thought that was demoralizing and not true. <br /> <br />Beth Norton, 734 Trinity <br />Ms. Norton stated that Councilmember Carr was her representative and she had voted for her <br />because she came to her house and said she was responsible for having the State of Missouri <br />audit University City. Ms. Norton said Councilmember Carr is in the paper and writes more letters <br />and posts than anyone on the dais. She said Ms. Carr exaggerates and embellishes in what she <br />writes and it inflames people. Ms. Norton said Ms. Carr gives characterizations and <br />interpretations which are not true and she is constantly complaining about everything. Ms. Norton <br />noted that Dr. Carr is the first to criticize everyone. <br />15 <br /> <br /> <br />
