Because a meeting as important as this, should not have been held at 8:30 <br />in the morning when everyone is at work and it certainly should not have been held once they <br />determined that three members of Council would not be in attendance. Mr. Price stated that the <br />bottom line is that this matter is in the hands of the Court and Council simply needs to let it all play <br />out. So while Mr. Kraft may have been the mastermind behind this conspiracy that he’ll call <br />“Certified Election Gate,” two days from now his hope is that Election Gate will be over and <br />whoever takes this seat will do so with the dignity and honor that others have in the past. <br /> <br />Mr. Crow stated that he appreciates the level of clarity that Mr. Price brings to virtually every <br />situation. He stated that it still strikes him as odd that when members expressed the fact that they <br />had a problem with the notice, the legislative employee put the burden back on the members of <br />Council and not on the City Clerk. Mr. Crow stated that the one question that his colleague still <br />has not answered is the reason why Council needed to call a special meeting at 8:30 in the <br />morning, with virtually no notice to members, to discuss this matter. He stated that sadly he <br />believes that this does not bode well when you look at all of the issues that Council has to face. <br /> <br />Ms. Carr stated that Mr. Kraft’s statement was very interesting, since she thinks that the judge <br />simply continued the hearing on the Temporary Restraining Order. She stated that Mr. Kraft <br />eludes to the fact that counsel for the Election Board, Darold Crotzer, of the firm Ormsby and <br />Crotzer, to which the City Attorney belongs, is going to request sanctions against Mr. McMahon <br />for trying to represent his client in the manner that he did. Perhaps Mr. McMahon should press <br />sanctions against Mr. Crotzer. Ms. Carr stated that the fact of the matter is that it comes back to <br />exactly what Mr. Crow stated, what the emergency was and why were three members of Council <br />not contacted and informed of such a really important meeting. For some reason Mr. Kraft did not <br />believe that things were moving fast enough, but legal issues do not move quickly. She stated <br />that it would seem to her, that they did not want her to attend. She noted if she is ever in the <br />position again of not being notified, she will make the same plea to the public. Ms. Carr stated <br />that it is unconscionable that an employee of Council would not notify them of such an urgent <br />matter. <br /> <br />M. <br />UNFINISHED BUSINESS <br /> <br />BILLS <br />1. <br />BILL 9226 - <br />An ordinance creating Article X, Section 500.260 of Title 500 of the Municipal <br />Code of the City of University City, adopting an energy efficiency, renewable energy and <br />greenhouse gas reduction policy for city building projects including new buildings, building <br />additions, major remodels and renewable energy production facilities. Per the request of <br />Mayor Welsch the Ordinance was read for the second and third time. <br /> <br />Mr. Glickert moved to approve, seconded by Ms. Carr. <br /> <br />Roll Call vote was: <br />AYES: <br />Mr. Price, Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe and Mayor Welsch. <br />NAYS: <br /> none <br /> <br />Bill 9226 carried unanimously and became Ordinance Number 6956. <br /> <br />N. <br />NEW BUSINESS <br />RESOLUTIONS <br />Presented by Mr. Crow and Ms. Carr <br />J. NEW BUSINESS <br />1. <br />Resolution 2014 – 10 Public safety due to the City Manager suspending six firemen for 30 <br />work days. Council does not support action taken by City Manager <br /> <br />Mr. Crow moved to introduce, seconded by Ms. Carr. <br /> <br />Mr. Crow stated this resolution involves matter with the City’s first responders.
