Mr. Nelling stated that he believes that there is a need for safe neighborhoods and <br />therefore he would endorse the City’s nuisance laws, as well as Mr. Glickert’s initiation of <br />a nuisance home hotline. He stated that while he would like to see a Loop trolley in <br />University City, the fact is that in every city where there is a trolley system the trolley <br />starts in dense downtown neighborhoods and traverses to various destinations following a <br />loop pattern. Typically there is ten to twelve minutes between each car, so running a loop <br />trolley on one line and back means that people will have too long of a wait. He stated that <br />the Trolley is a lovely plan, just a little too academic. <br /> In conclusion, Mr. Nelling stated that if University City would employ some of the <br />realistic development criteria utilized by all other cities, he thinks that they would have <br />something worthy of passing and acting on in the future. <br /> <br />Steve McMahon, 8135 Stanford Avenue <br />Mr. McMahon stated that he is running for Mayor as a write-in candidate and would like to <br />make a clarification for the record, to ensure that there is no confusion regarding his <br />eligibility to run for Mayor. He stated that a suggestion has been made that he failed to <br />follow the mandate under the City’s Charter to become a candidate for Mayor. Mr. <br />McMahon stated that while the Charter does outline a procedure for submitting a <br />nomination for office, it does not prohibit a person from running for Mayor as a write-in <br />candidate. He stated that the Charter states that it will comply with state law and state <br />law allows for write-in candidates. Therefore he has followed the mandate established <br />within the Charter by complying with state law. <br /> Mr. McMahon stated that every citizen has a right to declare a write-in candidacy and <br />a right to engage the public in debate about how their community will be lead, because <br />providing citizens with a choice in leadership is fundamental to their democracy. He <br />concluded by stating that the suggestion that he failed to follow the Charter’s mandate is <br />misplaced, therefore he is in compliance; has filed his declaration, and is running for <br />Mayor. <br /> <br />I. CITY MANAGER’S REPORT <br /> <br />1. <br />Approval of award for Change Order No. 2 for the Sanitary Sewer Lateral Repairs <br />Project to Labibco/Labib S. Wajih in the amount of $100,792, for additional repairs. <br /> <br />Mr. Glickert moved to approve, seconded by Ms. Carr. <br /> <br />Mr. Glickert asked Mr. Walker if he would communicate with City Council next week and <br />inform members why the sewer lateral repairs had increased this year. Mr. Walker stated <br />that he would ask the Public Works and Park Department to provide City Council with <br />additional information. <br /> <br />Voice vote on the motion of Mr. Glickert carried unanimously. <br /> <br />2. <br />Approval of award to NB West Contracting Co. for Ultrathin Bonded Asphalt Wearing <br />Surface at various locations in the amount of $244,225, and Change Order No. 1 in <br />the amount of $52,631.91, for a total award of $296,856.91. <br /> <br /> <br />
