Mr. Walker informed City Council that there was a project location list attached to <br />staff’s report. <br /> <br />Mr. Sharpe moved to approve, seconded by Mr. Glickert and the motion carried <br />unanimously. <br /> <br />3. <br />Approval of consent to release restrictive documents in the Deed of Trust on Lot 13 of <br />Delcrest (8390 Delmar Blvd) to permit use of a drive-thru at newly constructed <br />Walgreens. <br /> <br />Ms. Carr moved to approve, seconded by Mr. Crow and the motion carried unanimously. <br /> <br />4. <br />Approval in concept for the use of a portion of the City-owned parking lot (Parking Lot <br />#4) for a Farmer’s Market; authorizing the City Manager to develop and enter into a <br />Facility Use Agreement for same. <br /> <br />Mr. Kraft moved to approve, seconded by Ms. Carr. <br /> <br />Mr. Kraft stated that he has heard from a lot of his constituents and this seems to be <br />popular, so he is sure that it is going to be very successful. <br /> <br />Voice vote on the motion of Mr. Kraft carried unanimously. <br /> <br />L. CITY COUNCIL REPORTS/BUSINESS <br /> <br />1. <br />Boards and Commission appointments needed <br /> <br />Mayor Welsch read the appointments that were needed. <br />2. <br />City Council liaison reports on Boards and Commissions <br />3. <br />Boards, Commissions and Task Force minutes <br />4. <br />Other Discussions/Business <br />Mr. Price stated that several citizens have raised this issue and he felt it was appropriate <br />for him to address it at this point. He stated that after moving to University City in 1979 <br />his first recollection of an election was in 1982, and he can never remember a time when <br />there has not been a debate between the candidates. Mr. Price stated he planned to <br />work in the community and help establish a debate forum that allows residents to hear the <br />candidates because that is something that he would also be interested in hearing. He <br />stated that there are two individuals here tonight that are running for his seat. His hope is <br />that when he sends them an invitation they don’t tell him that they cannot participate, <br />because that implies that you have an alternative agenda that may not be appropriate for <br />the citizens you anticipate serving. Mr. Price stated that he thinks this issue of “I’m busy,” <br />or “I’ve got something else to do,” is unprofessional. Anyone who cannot take the time or <br />refuses to debate their opposition does not have a right to serve in this position. He <br />stated that if he was running for office he would debate anywhere or anytime. <br /> Mr. Price commented that the agendas have been light because the intent is to wait <br />until he was gone to bring back the I-170 corridor since the property values are low in the <br />rd <br />3 Ward. Perhaps the intent is to concoct some type of development to take people’s <br />houses because they can get them for little or nothing with the current market value and <br />then reallocate the funds designated for street and sidewalk repairs to bike trails. Maybe <br />that is why people don’t want to debate because they are going to be asked those kinds <br />of questions and they don’t want to answer them. Mr. Price stated that the bottom line is <br />that cowards don’t debate, they duck and hide. But the public should demand that there <br />be a debate so that residents can hear what these candidates have to say. <br /> <br />
