<br />M. UNFINISHED BUSINESS <br /> <br />BILLS <br /> <br />N. NEW BUSINESS <br />RESOLUTIONS <br />1. <br />Resolution 2014–3 Establishment of a University City Advisory Board on Washington <br />University. Presented by Ms. Carr and Mr. Crow. <br /> <br />Ms. Carr moved to approve Resolution 2014-3, seconded by Mr. Kraft. <br /> <br />CITIZEN’S COMMENTS <br />Elsie Glickert, 6712 Etzel Avenue <br />Ms. Glickert stated that before getting in to the Resolution of Washington University she <br />would like to correct what the City Councilmember just stated. She stated that the <br />League of Women Voters has never held a debate. They have had a forum where they <br />present candidates. <br /> Ms. Glickert stated that she is not familiar with the background that has been <br />presented in City Council’s packet on the Resolution, but she has long felt that the people <br />of University City were entitled to know how many properties Washington University owns <br />in University City. She stated that her last count was 140 addresses. One address had <br />ten buildings and other addresses had as many as three buildings. Conversely residents <br />are also entitled to know what Washington University returns to the City in lieu of taxes. <br />Ms. Glickert stated that she thinks that the taxes that are removed from the City tax rolls <br />is approximately $110,000 a year. For the University City School District, it is $600,000 a <br />year. She stated that University City’s Finance Director stated on the floor that they are <br />not out $600,000 a year; it is simply spread over the rest of the real estate in University <br />City. So consequently the 35,000 people of University City are subsidizing Washington <br />University. <br /> Ms. Glickert stated that there are 17,500 dwelling units in University City and <br />Washington University took 100 buildings off of the tax roll in one summer. Residents are <br />entitled to know these things. A handful of residents may know these things because <br />they keep up with them, but she believed it was these facts the public can be made aware <br />of in the ROARS. Residents should know exactly what buildings have been acquired by <br />Washington University and what the University is returning to the City in lieu of taxes. <br />She stated that they could run their shuttle bus out Olive Street Road but it terminates at <br />Schnucks. They can run a shuttle bus into Brentwood for their students; Brentwood does <br />not give them anything in taxes. They could house the University City Symphony in the <br />Music School. She asked to give residents the facts on both sides of the coin. <br /> <br />Voice vote on the motion of Ms. Carr carried unanimously. <br /> <br />BILLS <br />Introduced by Mr. Sharpe <br />2. Bill 9225 <br /> – An ordinance approving a final development plan for proposed renovations <br />to Crown Center for Senior Living located at 8348 – 8350 Delcrest Drive in the PD-M <br />Planned Development Mixed-use zoning district. <br /> <br />Bill 9225 was read for the first time. <br /> <br /> <br /> <br />
