<br />UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />th <br />5 Floor of City Hall <br />6801 Delmar <br />May 27, 2014 <br />5:30 p.m. <br /> <br />th <br />The City Council Study Session held in the Council Chamber, 5 floor of City Hall, on Tuesday, <br />May 27, 2014. Mayor Shelley Welsch called the meeting to order at 5:33 p.m. In addition to the <br />Mayor the following members of the Council were present: <br /> <br />Mr. Rod Jennings <br />Dr. Paulette Carr <br />Mr. Stephen Kraft <br />Mr. Terry Crow <br />Mr. Michael Glickert <br />Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance were the City Manager Lehman Walker and the Director of Community <br />Development Andrea Riganti. <br /> <br />Mayor Welsch asked if there were any changes to the upcoming agenda. <br /> <br />Mr. Glickert stated that he would be making a motion to amend the agenda by removing <br />Resolutions 2014-12, 13, 16, 17, 18 and 19. <br /> <br />Point of Order; Dr. Carr stated that it was her understanding that Council did not vote during the <br />study session. Mayor Welsch stated that that was correct. <br /> <br />Point of Order: Dr. Carr questioned whether one Councilmember could remove an item that was <br />placed on the agenda by other Council members? Mayor Welsch stated that as she understands <br />the rules a single member should not remove the item, but vote by the majority of Council could <br />remove the item. Dr. Carr asked where this rule was located. Mayor Welsch stated that it was in <br />Robert’s Rules. <br /> <br />Mr. Crow stated that he wanted to nominate Barbara Santoro for appointment to the Arts and <br />Letters Commission. <br /> <br />City Manager Lehman Walker requested that Bill 9229 for the traffic code be removed from the <br />agenda and said that the budget hearing would be rescheduled to June 9, 2014. <br />Mr. Jennings requested that Item K-1 under the City Manager’s Report regarding Wastequip be <br />rd <br />removed from the agenda to provide him with an opportunity to investigate the alleys in the 3 <br />Ward. <br /> <br />Mayor Welsch asked Mr. Walker if there would be a problem with delaying this item. Mr. Walker <br />stated that there would not be a problem in doing so. <br />____________________________ <br /> <br />Next item on the agenda was a discussion of the draft budget for the Community Development <br />Department. <br /> <br />Director of Community Development, Andrea Riganti stated that her hope is that everyone has had <br />an opportunity to review the draft budget for Community Development and Recreation, as well as <br />the presentation materials for this session. She stated that she would be going through the <br /> <br />
