<br />Traffic Commission <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694 <br />Commissioner Warbin firmly believes that Trinity Ave should be closed off at both sides of <br />Delmar Blvd. Additional problems may be caused by creating additional points of conflict, <br />particularly for drivers that are not familiar with roundabouts, and when flow of traffic is <br />disrupted outside the rotary. <br />Commissioner Hales explained to Commissioner Warbin that last November there was a <br />presentation with three (3) options considered by the Commission, two (2) to leave Trinity <br />Open and one (1) to close it off. Parking spaces in the sketch provided at this April meeting <br />seem narrow and street width tight. Commissioner Hales further explained that there was a <br />significant turn out from citizens and members of the church who were emphatic about <br />keeping Trinity open. Commissioner Hales wonder why this has not been taken to Council <br />as it was supposed to. Mr. Wilson answered explaining that staff believes the commission <br />was still confused about the options presented in November and still not in favor of any of <br />the proposed alternatives, except to open Trinity Ave on both sides of Delmar Blvd. Mr. <br />Wilson wanted to take the opportunity to at least deal with the parking issue to create a new <br />parking layout that may relieve the concern about the need to exit Trinity Ave. Mr. Wilson <br />indicated that the request to open Trinity on the south side of Delmar is not critical as staff <br />has observed that there is no congestion created by the closure of Trinity and in fact traffic <br />flows fairly smoothly southbound on Trinity Ave. <br />The winter conditions were not ideal to try different parking arrangements to mitigate the <br />turning around and traffic flow in front of City Hall. <br />Mr. Wilson explained that from his engineering point of view, the closure of Trinity is the <br />most appropriate course of action. <br /> <br />D. Approval of Minutes February 12, 2014 <br /> <br />Commissioner Warbin made a motion to approve the February 12, 2014 minutes. Motion <br />was seconded by Commissioner Tunstall, and was unanimously approved. <br /> <br />E. Street Cleaning – Parking Restrictions <br /> <br />Mr. Wilson presented the request to approve a revised list of parking restrictions along <br />several streets in University City for street cleaning purposes. Mr. Wilson explained that it <br />was determined that the high traffic streets, areas in front of schools, and high density <br />streets will be swept.
