<br />Traffic Commission <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694 <br /> <br />Commissioner Hales made a motion to approve the staff recommendation as is (with <br />corrected typos on the wording of the sign “Cross traffic does not stop”. Motion was <br />seconded by Commissioner Barnes and unanimously approved. <br />C. Parking Layout in front of City Hall – Non Action Item <br /> <br />Mr. Richard Wilson, Director of the Public Works and Parks Department presented the <br />request for comments from the Commission on the new draft parking layout in front of City <br />Hall. <br />Mr. Wilson explained that after the December of 2013 meeting, when the Traffic <br />Commission discussed the opening or closing of Trinity at Delmar, adjacent to the <br />roundabout, he has struggled with the decision to open Trinity for safety reasons. Based on <br />the Traffic Commission meeting last December, the main point of concern was the parking <br />difficulty and multi-point driving maneuver to turn around from Trinity towards Delmar Blvd <br />in front of City Hall. From the safety point of view, closing Trinity Avenue both north and <br />south of Delmar Blvd was the best option and the study completed by the Traffic Engineer <br />confirms that. <br />Mr. Wilson further advised that staff has decided to look at some different parking layouts in <br />an effort to determine if Trinity should be closed or not and suggested that the issue be <br />approached next month and encouraged input from the Traffic Commission so that this item <br />can be finalized. The alternatives proposed and presented for comments are tentative <br />subject to change depending on the Traffic Commission comments. <br />Commissioner Wofsey expressed that it would be wise to speak with members of the <br />Church located on the south side of Delmar Blvd. Commissioner Wofsey pointed out that <br />the Traffic Commission never got a response back regarding one side of Trinity remaining <br />opened and one side of Trinity remaining closed. <br />Commissioner Hales questioned the decision to make the green area in front of the Trinity <br />Building into an extension of the current City Hall parking lot in regards to whether it would <br />be subject to approval of the University Heights No.1 subdivision trustees. Mr. Wilson <br />responded affirmatively. <br />Commissioner Wofsey questioned if there was sufficient space available to have two-way <br />traffic, and on-street parking on both sides of Trinity Ave. Mr. Wilson explained that it will <br />require buying a portion of land across from City Hall lot, which may not be feasible. <br />Mr. Wilson explained that parking layouts will be tested out to evaluate efficiencies. <br />Traffic Commission Minutes – April 9, 2014 <br />Page 3 <br /> <br /> <br />
