Traffic Commission
6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694
Accessible entrance of the Church is located on the Kingsland Ave side of the Church;
therefore it would be more convenient to have the requested parking spaces on the west
side of Kingsland Ave, instead of the Washington Ave side of the Church.
Commissioner Barnes made a motion to accept the request. Motion was seconded by
Commissioner Tunstall, and unanimously approved.
B. Stop Sign request at several locations along Mt. Vernon

Mrs. Gutierrez explained the request to install stop signs at four (4) different intersections
along Mt. Vernon. Mrs. Angelica Gutierrez explained that the installation of stops signs
could only be warranted at the intersection of Mt. Vernon and Anna Ave. The other (3)
could not be warranted based on the traffic study completed in the last few months.
Commissioner Warbin pointed out that while driving south on Mt. Vernon from Carleton it
was difficult for him to tell if there were stop signs on the streets coming onto Mt. Vernon.
He further pointed out that the existing stop signs are installed at an angle in which you
can’t see them.
Mrs. Gutierrez offered clarification regarding the stop signs on Mt. Vernon. She advised to
the Traffic Commission that staff is recommending an additional sign be put underneath the
Stop sign that says, “Cross traffic does not stop”.
Mr. Robert Bruce Lucas expressed how dangerous Mt. Vernon is even with the stop signs
being there. Traffic cuts through the neighborhood.
Commissioner Tunstall expressed that safety issue as a valid concern, and believed that
proceeding with staff recommendation would be more advisable at this point.
Staff recommendation includes:
1. Include in the Traffic Code the intersection of Mt. Vernon and Anna Avenue/Carlyle
Avenue as an All-way intersection.
2. Add pavement markings as crosswalks at existing stop locations on Melrose Ave and
Wellington Ave at Mt. Vernon Ave.
3. Keep current locations as stop intersections, without adding new stops and instead,
add a plaque to the current stop locations that read “Cross traffic does not stop”.

Officer Margul pointed out that they patrol that area but no tickets for speeding have ever
been issued. Mrs. Gutierrez explained the level of traffic volumes at each intersection, and
the original reason for the existing stop signs to possibly be preventing the traffic cutting
through the neighborhood between Hanley and Midland, to avoid the Olive Signalized
intersections.
Traffic Commission Minutes – April 9, 2014
Page 2
