Traffic Commission
6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8560, Fax: (314) 862-0694

A. Loop North Parking Restriction (Kingsland to Leland) –Vote required

Ms. Gutierrez presented the request from City staff to the Traffic Commission to allow
parking on the south side of Loop North in order to add parking spaces to the Loop area.
There are 23 spaces to be added on the Southside of Loop North (example was shown on
the screen). Ms. Gutierrez pointed out that currently the Traffic Code restricts parking on
both sides of Loop North in which staff would like to have removed. Staff has looked at
guidelines has determined that the street (Loop North) is 30 feet wide for two way traffic,
which allows parking on one side. Thus staff is recommending approval of this request.
Commissioner Wofsey requested that Ms. Gutierrez point out which of the (6) alternatives
staff is recommending for approval. Ms. Gutierrez gave a brief description of each option.
1)
Parking on both sides of the street (Loop North would be one way)
2)
Parking on both sides of the street (One way goes in the opposite direction)
3)
Adding parking on the Northside of Loop North
4) (Staff Recommendation)
Adding parking spaces on the Southside of Loop North
5)
Add angle parking on the south side (which would require widening the street)
6)
Add angle parking on the north side (which would require widening the street)
Ms. Gutierrez advised that two parking spaces would need to be restricted for visibility on
either side of the existing pedestrian crosswalks.
Commissioner Warbin expressed his concern about the incoming traffic on Kingsland. He
further expressed that he liked the idea of parallel parking as opposed to angle parking.
Commissioner Warbin further expressed concern about traffic flow and the visibility issue.
Ms. Gutierrez assured Commissioner Warbin that staff would make sure that the triangle
visibility at the corner would be kept clear of obstructions.
Commissioner Wofsey pointed out that there is a bus stop sign on the Southside of Loop
North and wanted to know what would happen to the bus stop. Ms. Gutierrez expressed
that if there is a bus stop than staff would have put a 40 to 50 ft. restriction in place.
Councilmember Carr expressed that she has traveled down that road quite a bit and there
is not much traffic.
Commissioner Hales suggested that if a recommendation is made then someone should
make sure that there’s in fact no bus stop at this location.
Commissioner Warbin made a motion to recommend to the City Council that Staff move
forward with option #4, to eliminate the parking restriction on the south side of Loop North,
Page 2
Traffic Commission Minutes – May 14, 2014
