Motion was seconded <br />by Commissioner Womack and unanimously approved. <br />B. Trinity Avenue at Delmar Boulevard – Vote required <br /> <br />Mr. Wilson opened up thanking the Traffic Commission for allowing him to come back to <br />make a presentation as it relates to the Trinity Closure at Delmar Blvd. Mr. Wilson <br />explained that the Traffic Commission recommended opening Trinity Ave perpendicular <br />streets to Delmar Blvd back in November of 2013. Mr. Wilson expressed that he has been <br />observing the daily operation of the roundabout and is impressed with its operations. Mr. <br />Wilson pointed out that the roundabout has been beneficial for allowing north bound traffic <br />to go south and south bound traffic to go north to get across. <br />Mr. Wilson expressed that he knew that the Traffic Commission had some concerns about <br />not being opened back up in November 2013 after a motion had been passed. Mr. Wilson <br />explained that Trinity was not opened because of the risk associated with changing driving <br />options during the inclement winter conditions. Making changes during the winter can cause <br />additional problems. <br />Mr. Wilson explained that if Staff were to open Trinity Ave then there would be an increase <br />in the number of locations that cars and people would have conflict. Mr. Wilson explained <br />that during the time of Trinity’s closure both he and staff discovered that people were not <br />able to easily get out of the area in front of City Hall, thus it was determined that Staff had to <br />come up with another strategy. <br />Mr. Wilson explained that the parking layout has been changed and as a result of the layout <br />change, people are now able to back out and leave City Hall in a normal manner. (Picture <br />of new layout was shown). Mr. Wilson explained that at the time of the layout, staff had the <br />opportunity to speak with a resident. The resident expressed to Mr. Wilson that he was <br />glad that Trinity was kept closed. Mr. Wilson further explained that the way that the cars <br />were parked in front of City Hall before caused the cars that were coming on to Trinity to <br />block the resident backing out of his driveway. <br />Mr. Wilson explained that the Police have requested to keep Trinity Ave closed. Mr. Wilson <br />also pointed out that when the Traffic Study was done it indicated that having those two <br />sections of Trinity Ave closed create an overall safe and efficient condition. <br />Mr. Wilson presented the options for Trinity Ave closure to the Traffic Commission to <br />determine what would work best and to see what would be the safest. <br />Options: <br />Page 3 <br />Traffic Commission Minutes – May 14, 2014 <br /> <br /> <br />
