Trinity Ave to remain open both north and south of Delmar Blvd, and Delmar Blvd traffic to
flow on four lanes west of the roundabout - two eastbound lanes and two westbound lanes.
B. Trinity Ave to remain open both north and south of Delmar Blvd, and Delmar Blvd traffic to
flow on three lanes west of the roundabout – two eastbound lanes and one westbound lane.
– Unsymmetrical, increases risk with new conflict points, fewer parking spaces – right turn
lane back traffic up along Delmar Blvd.
C. Trinity Ave to remain closed as currently is, both north and south of Delmar Blvd.
Symmetrical, access is provided, no significant delays observed.

Mr. Wilson also showed a new Parking Layout in front of City Hall. This, he explained, is not an
official proposal, but an example of how aggressive a master plan could be, adding parallel parking
spaces on both Trinity and Princeton, allowing access to private driveway at 2 Princeton Ave, and
rearranging off-street parking.

Mr. Wilson explained that considerable parking can be gained by adding parallel parking on
the City Hall side, with a three point turn around on the end. Also, perpendicular parking
has been added where the angle parking was before. In doing that Mr. Wilson advised that
5 spaces were picked up there. Mr. Wilson also advised that backing out of the spaces the
driver can either go Northbound or Southbound.
Mr. Wilson informed Commissioner Wofsey that part of this plan is what’s in place now and
there have been no issues presented or discussed. Mr. Wilson advised that the master
plan is a mock plan that will be presented to the Traffic Commission, a notice will go out to
neighbors, and whatever other commissions that may be required.
Commissioner Wofsey made a clarification that none of the 4 options were recommended
last fall, but rather rejected all of them. The Commission recommended that both legs of
Trinity be opened.
Commissioner Hales pointed out that the Traffic Commission recommended that Option B
be pursued and was unanimously approved, but things would be looked at with the
Engineering firm.
Ron Skinner, 2 Princeton Ave
Mr. Skinner explained that his driveway backs into Trinity, thus he has encountered a lot of
hazardous situations when Trinity Ave was open. He explained that his driveway drops at a
very sharp elevation thus he can see the cars at the curb, but he can’t see the cars coming
toward him.
Mr. Skinner also stated that for the past 17 years of hauling every Tuesday because they
can’t get normal trash pick-up services. Mr. Skinner further explained that the bottom of his
driveway is the most desirable place to park for the people at City Hall. Mr. Skinner explains
that having the new plan in place and having Trinity closed has taken a lot of stress and
pressure off backing out of the driveway. Mr. Skinner shared that when Trinity was open
Page 4
Traffic Commission Minutes – May 14, 2014
