Session 1588, Minutes Page 7 <br />April 12, 1993 <br /> <br />The City Manager saw the Parkview Gardens Association is requesting help in <br />its efforts to establish a pLuperty management assistance problem for low or <br /> <br />should result in better ma~ntalned ~u~erty with s~hilized p~uperty values <br />contributing to increased private inve~h,~lt. Within an initial six month <br />s~tup budget of $20,000 pLupoeed by Parkview Gardens Association and the <br />City's past c~mat~ent of assistance in the 15% range on p~uperty rehab, he <br />rec~e~eDa_ed a City grant of $3,000, using Cu~unity Develu~aLent Block Grant <br />(CDBG) Funds. The grant would be ~nt on the proaLum being made avail- <br />able to ell multiple family property owners in eligible CDBG ar~. ~he As- <br />sociation has agreed to this restriction. Temporary occupancy on a cost ba- <br />sis has been made available by the City at 630 Trinity. The program will be <br />evaluated at the end of a six month trial period with a report to Council, <br />about the tinB of the annual CDBG public baarir~. <br /> <br />In response to Mr. Price, Mr. Ollendorff said all of the budget except the <br />$3,000 would be raised by tba Association, which will charge a ~311 fee for <br />its services. Mr. Price said the City should not be in the business of sub- <br />sidizing property owners for not keep~ing up their properties. He felt the <br />money should be used to tear down derelict buildings. <br /> <br />Mr. Schocmer said the $3,000 is only to help this group get started, with a <br />goal of octtrolling 60 units. At that point, it should be self-supporting. <br />He said the Association was simply trying to keep the housing stock frum be- <br />ing destroyed by owners who are absent._ee or for whatever r~zels unprepared <br />to manage their p~uperties. He felt it was an exuellent use of CDBG funds. <br /> <br />Mrs. Schu~an agreeing_ with Mr. Schocmer, adding she felt this was a very crea- <br />tive use of funds that will be copied in other (xam~unitiee. She point~_ out <br />that the $20,000 budget was for the mana~ phase, and the g--ruup is plan- <br />ning to invest up to $350,000 of their c~n money in buildings that are criti- <br />cal to the survival of this neighborhood. <br /> <br />Mr. Wagner asked where the $3,000 transfer will cc~e f~u~,, and Mr. 011endorff <br />said there were sever-~l areas w~ere bide were lower than expected or for some <br /> <br />R~spona~ng to Mr. Price, Mr. 011endorff said Parkview Gardens receives about <br />1/3 of CDBG funding. Mr. Price felt too mw~ money was being spent there <br />that should be used elsewhere. Mr. Ollendorff pointed out that the money <br />will ccEe fL~Att accounts that are already allocate_ to Parkview Gardens; in <br />addition, the program will be available to any landlord in tba CDBG area, not <br />just Parkview Gardens. Mrs. ~ut~eml a~a with Mr. Price, saying more CDBG <br />money should be spent in the Third Ward and on b~Fae i~provement loans. Mr. <br />Price asked how owners can take advantage of this program. Mr. Ollendorff <br />said a printout was developed with names and ~aa~esses of all multiple-family <br />property owners, and a mailir~ describing tba program will be sent to them. <br /> <br />There was further discussion, and Mr. Wagner called the question. All voted <br />Aye except Mr. Price and Mrs. Tncmpe3n. The motion carried four to two. <br /> <br /> <br />
