If CUr~Jress approves the plan, University City can ex- <br />pect to receive some ~_~ef3~cmic sti~Hus ~ that will help fund lc~g overdue <br />projects. He asked Oouncil to approve the resolution on the City Clerk's <br />docket which eDd_orses the National T~gUe Of Cities resolution and urges the <br />Congress to implement the President's plan. <br /> <br />Mr. Wagner moved approval. Mr. Schoceer seccraed the motion, which carried <br />unanimously. Both resoluticrs will he part of the permanent record. <br /> <br />Mayor Pro Tern ~aams noted a proclamation on the City Clerk's Docket designat- <br />ing April 1, 1993, as Arbor D~y in University City. <br /> <br />Mr. Schoceer moved approval. Mrs. Scknmen seconded the motion, and all voted <br />Aye. <br /> <br />CONSENT CATRNDAR (PCX3R rl'~l~) <br /> <br />Noting that a citizen wished to address the Council on the Consent Calendar, <br />Mayor Pro Ten ~aams requested counsel as to how to proceed, since the rules <br />only govern councilmember input. Mr. Wagner suggested that five minutes be <br />alloted for this citizen to c~m~_nt. All a~a. <br /> <br />Mr. Alex Feldman, 1233 Packer, asked if the paving in It~n #1 was for a new <br />road. If so, that might require an electic~ to be held b~cause of the refer- <br />endure passed three years ago forbidding any ~hange in park land use without a <br />vote. Mr. Feldman, while agreeing the work in Items 2, 3 and 4 is n~aed, <br />said about $130,000 in C~mzunity Devel~-,~nt m~ley is being used. He felt <br />the City should use general funds for this work rather than Block Grant mon- <br />ey, which should he reserved for housir~ and helping people. Mr. Ollendorff <br />said the park driveway in question is not ne~ but is simply being repaved. <br /> <br />Bids for Asphalt Driveway in Heman Park (#1).
