O

Session 1586, Minutes
Febl~y 22, 1993

Page 4

more parking tickets would have been issued than actually ~_re. He said the
laws have been in effect for many years, but so mmly residents have asked for
changes that Council has tried to make scme edju~t~ents. After r~ly a year
of discussion by tb~ Plan Oam~ission, reo-,.,~ndaticms were made and incorpor-
ated in the four bills. However, mmly people still want no changes at all.

Mr. Terence Shea, 520 Westgate, said it was ridiculous that trucks used as
personal vehicle~ are not allowed to park on the street or even in a driveway
during specified hours. He felt thay should not be considered c~mLercial ve-
hicles and that there was no basis for the ia~ that low-income people drive
trucks; they are very expensive vehicles. In ada~tien, ha felt the suggested
limit on truck length was arbitrary, since it has little to do with the ccm-
mercial aspect, although he understood the reasons for height and weight lim-
itations. In response to Mr. Shea, Mr. Wagner said his amendment limiting
length to 200 inches came out of an extensive study of truck specifications,
and it seemed to be the dividing line between small and full-size trucks.

Mayor Majerus reminded the audience that if the proposed changes are enacted,
it will be for a six-nnnth trial period after which an evaluation will deter-

Mr. Cloyd Evans, 1344 Fairview, said pickup tl~acks are essential to the needs
of many residents; however, they did not park on the street on his block. He
said the City should target the am~ where that problem exists. He askad
about ~ shells and was told they were not permitted on the street.

Mr. Price thought perhaps there was scme misun~tar~ng about the proposed
laws. He pointed out that Council was not trying to penalize truck owners,
but to help those that own small trucks so they would be able to park on the
street or in their driveways if they do not have a garage or carport.

BILL NO. 8113 - AMMqDING C}tAFrZK 34 I~qIClPAL CODE pRIG TO ZONING BY RE-
PEALTMG SEerION 34-52.4 REIAT]lqG TO SPECIFICALLY PRCMIBi'E~/3 ACCESSORY USES,
AND ENActiNG A NEW SUBSEel'iON "b", RN~:t'rZKING O3RPalqT SECTIONS "b" THROUG{
"h" AS "c" THROUGH "i" , AND AMMqDIlqG OJRPaAV~ SEeriON "c" (NEW SEurlON "d"] .
Bill No. 8113 was given its second reading.

Bill No. 8113 was given its third reading.

Mr. ~a~ms
onded the
this bill
frnm view

moved that this bill be ad~uted as an ordinance. Mr. Schocmer sec-
motion. Mr. Price asked for an explanation, and Mrs. Schuman said
requires that a pickup truck with items in its bed must be screened
or parked in a garage. There was further a~cussion.

Mr. Bose Boyce, 8614 Orchard Court, said most trucks weigh more than 6,000
pounds and would not be affected by the new laws. Fa felt the restrictions
were too savere.

On roll call, the following vote was ~reco__rded: AYES: Councilmembers Price,
~aams, Schumml, Sdlocmer, and Mayor Majerus. NAYS: Councilmembers Wagner
and Thompson. Tne motion carried five to two. Bill No. 8113 became Ordi-
natice No. 5902.
