<br /> <br />Mr. Louis Fehr addressed the Plan Commission and stated that he had inherited the <br />property from his uncle who previously owned the property. He stated that his request to <br />rezone the property would be consistent with the residential uses in the surrounding <br />neighborhood. <br /> <br />Discussion among Plan Commission members, the applicant, and staff included: <br /> <br /> <br />-A question was asked about the median that separates the Forest Park Pkwy ramp and <br />Bland Drive and if it could be extended. It was pointed out that Forest Park Pkwy was St. <br />Louis County right-of-way and that University City Department of Public Works and <br />Parks could work with St. Louis County in the future to address any safety concerns and <br />location of curb-cuts if there were a development proposed. <br /> <br />-A question was asked about the proposal for LR Limited Residential as opposed to SR <br /> Single Family Residential. Staff stated that most of the subject property was <br />surrounding by single family residential uses, except for the property to the northeast and <br />to the west, and that the LR District could be a good transitional zoning district. <br /> <br />-A question was asked about any plans to keep the existing single family dwelling and <br />build on the empty lot? The applicant stated that he was only interested in selling the <br />property and there had been more interest in the property as a residential property. There <br />were no plans for building new or removing the existing dwelling. <br /> <br />Mr. Greatens stated that the LR Limited Residential District would allow for single <br />family dwellings as a permitted use and bring the existing dwelling into conformance. <br />He stated that the LR District also allowed for two-family dwellings and that it was the <br />opinion of staff that this could serve as a good transition from the residential <br />neighborhood and the commercial area adjacent to the subject property. He stated that it <br />have on the residential neighborhood to the south and southeast, the GC District was no <br />longer appropriate for this property and recommended approval of rezoning the property <br />to LR Limited Residential District. <br /> <br />A motion was made by Mr. Ruben to approve the request to rezone the property at 7416 <br />Bland Drive from GC General Commercial District to LR Limited Residential <br />District.
