Ms. Carr said she has been told that the TDD will operate the Trolley. And so if she sits on the <br />Board of the TDD then it would seem as though the City would somehow be tied to the TDD. <br /> <br />Voice vote on the motion by Mr. Kraft to amend, by extending the C.U.P. to May 30, 2014, carried <br />unanimously. <br /> <br />Voice vote on the initial motion of Mr. Sharpe to approve Item No. 6 carried unanimously. <br /> <br />7. <br />Approval of award to Tech Electronics for Community Center Audio/Visual equipment upgrade <br />for $45,344.00. <br /> <br />Mr. Price moved to approve, seconded by Ms. Carr. <br /> <br />Mr. Glickert thanked Council for moving this Item forward. <br /> <br />Voice vote on the motion of Mr. Price motion to approve Item No. 7 carried unanimously. <br /> <br />Mayor Welsch noted that Mr. Crow had been given permission to exit the chamber at 8:35 p.m. <br /> <br />8. <br />Approval of a retail liquor license including Sunday sales for Mr. Elmo’s Love Lounge, 7828 <br />Olive Blvd. <br /> <br />Mr. Sharpe moved to approve. <br /> <br />Mr. Kraft stated that there have been some suggestions that at some point Elmo’s Love Lounge <br />had opened prior to obtaining a license and so there appeared to be some reluctance. Mr. Kraft <br />asked staff if someone could clarify whether or not this was the same owner <br /> <br />Mr. Glickert stated that on Sunday evening a couple of months ago he had noticed that Elmo’s was <br />open; cars were parked on both the parking lot and along Olive Street Road. He stated that the <br />next day he called the City Manager and learned that the lounge had opened prematurely. Mr. <br />Glickert stated that subsequent to that, changes have been made to the ownership, and although <br />he is willing to second the motion it should be noted for the record that Council will be watching <br />Elmo’s very closely. <br /> <br />Mayor Welsch stated that she had asked the Director of Finance for a clarification on this issue as <br />well, and ascertained that these new owners are in no way connected to the previous owners of <br />this establishment. <br /> <br />Voice vote on the motion of Mr. Sharpe to approve Item No. 8 carried unanimously. <br /> <br />F. <br />COUNCIL REPORTS/BUSINESS <br /> <br />1. <br /> <br />Boards and Commission appointments needed <br />2. <br />Other Discussions/Business <br /> <br />G. NEW BUSINESS <br />RESOLUTIONS <br />1. <br />Resolution 2014 – 6 Neighborhood Improvement District (NID) – 6900 block of Kingsbury <br />Ave, University Heights subdivision No. 2 was moved by Ms. Carr, seconded by Mr. Glickert. <br /> <br />CITIZEN COMMENTS <br />Mark Shylanski, 6925 Kingsbury Boulevard <br />Mr. Shylanski stated that he is one of three trustees for University Heights Subdivision No. 2. He <br />stated that Missouri law provides for the creation of Neighborhood Improvement Districts (NID), <br />which is a vital tool in fighting the physical degradation of neighborhoods, particularly in situations <br /> <br />
