where other mechanisms for maintaining streets, sidewalks and streetlights have proved to be <br />inadequate. Mr. Shylanski stated that University Heights Subdivision No. 2 has indeed proven to <br />be an inadequate mechanism to provide for maintenance of its own common property and so a NID <br />appears to be the only practical near-term method to achieve necessary maintenance of <br />subdivision property located in the 6900 block of Kingsbury Boulevard. He stated that the <br />homeowners within this District have agreed to bear the cost of improving the block and request <br />that City Council and City government continue to support the process that the homeowners have <br />initiated under State law. Mr. Shylanski stated that he also wished to thank the Department of <br />Public Works for their professional and courteous support. <br /> <br />Mayor Welsch asked Mr. Shylanski if this statement would cover both of the Resolutions that he <br />had wished to speak on. Mr. Shylanski stated that both Resolutions concern the same matter, so <br />he was speaking in general, in favor of the entire process. <br /> <br />Voice vote on the motion of Ms. Carr to approve Resolution 2014-6 carried unanimously. <br /> <br />2. <br />Resolution 2014 – 7 6900 Kingsbury improvement project NID assessments and public <br />hearing was moved by Mr. Crow, seconded by Mr. Glickert. <br /> <br />CITIZEN COMMENTS <br />Gregory Pace, 7171 Westmoreland <br />Mr. Pace stated that in the packet for this particular resolution the interest rate involved had been <br />left blank, and so he would ask that it be filled in or amended prior to Council taking a vote. <br />Otherwise homeowners can take forever and never pay any interest on the amount. <br /> Mr. Pace stated that last year the Director of Finance had provided him with a printout for a NID <br />that was established in 2009 for University Heights No. 1 and there were fifty-some properties that <br />had not paid. Even though homeowners have ten years to do so, there were approximately twenty- <br />seven of those properties that had paid nothing by 2013. Mr. Pace stated that payments were <br />supposed to start in 2009 and technically, according to the statute, liens are automatic. But his <br />assumption is that the City has to actually do something to trigger any action by the County, since <br />there will be no way for the City to collect its money if the property changes hands. Mr. Pace stated <br />that he is suggesting that the City Manager designate the appropriate department to conduct an <br />audit of all outstanding NID(s) to ensure that people are paying what they are supposed to pay; <br />otherwise it is not fair to the residents who are paying. <br /> <br />Mr. Sharpe questioned whether any of Mr. Pace’s suggestions had been implemented. Mr. Wilson <br />stated that the Resolution that Council is approving establishes a public hearing for the next <br />meeting, and at that time staff will have all of the paperwork filled out. <br /> <br /> <br />Voice vote on the motion of Mr. Crow to approve Resolution 2014-7 carried unanimously. <br /> <br />3. <br />Resolution 2014 – 8 2014 Waste Reduction Grant from the St. Louis County Department of <br />Health was moved by Mr. Price, seconded by Ms. Carr and the motion carried unanimously. <br /> <br />BILLS <br />Introduced by Mr. Glickert <br />4. <br />BILL 9226 <br /> – An ordinance creating Article X, Section 500.260 of Title 500 of the Municipal <br />Code of the City of University City, adopting an energy efficiency, renewable energy and <br />greenhouse gas reduction policy for city building projects including new buildings, building <br />additions, major remodels and renewable energy production facilities. Per the request of <br />Mayor Welsch the ordinance was read for the first time. <br /> <br />CITIZEN COMMENTS <br />Tim Michels, 7038 Cornell Avenue. <br />Mr. Michels stated he is a member of the Green Commission and in its advisory role; the <br />commission brings items of importance to the attention of Council.
