<br />Dr. Carr made a motion to separate the issues; one to postpone indefinitely and the <br />second to attend a retreat. <br /> <br />Mayor Welsch stated that she had not viewed the suggestion of a retreat as a formal <br />motion and therefore would like to proceed on the motion to postpone the resolution <br />indefinitely. <br /> <br />Voice Vote on the motion to postpone Resolution 20014 – 35 carried by a majority, with <br />Nay votes from Dr. Carr and Mr. Crow. <br /> <br />BILLS <br /> Introduced by Mr. Glickert <br />4. BILL 9230 – <br />An ordinance amending schedule III of the Traffic Code, to revise traffic <br />regulation as provided herein. Per the request of Mayor Welsch the Ordinance was <br />read for the first time. <br /> <br />Bill 9230 received its first reading. <br /> <br />Introduced by Mr. Sharpe <br />5. BILL 9231 - <br /> An ordinance amending Chapter 400 of the Municipal Code of the City <br />of University city, Missouri, relating to zoning districts established pursuant to Section <br />400.070 thereof, and enacting in lieu thereof a new official zoning map, thereby <br />amending said map so as to change the classification of property that is located <br />within the city limits of University city at 7416 Bland Drive from “GC” – General <br />Commercial District to “LR” Limited Residential District; and establishing permitted <br />land uses and developments therein; containing a savings clause and providing a <br />penalty. Per the request of Mayor Welsch the Ordinance was read for the first time. <br /> <br />Bill 9231 received its first reading. <br /> <br />O. CITIZEN PARTICIPATION (continued if needed) <br />Elsie Glickert, 6712 Etzel, University City, MO <br />Ms. Glickert stated that a traffic count was conducted prior to the temporary construction of <br />the “mock roundabout” two years ago, and in her opinion another study is long overdue. <br />She stated that her unprofessional observation is that at various times of the day traffic has <br />diminished on Delmar due to the roundabout. Ms. Glickert said if that was the situation, <br />she is certain that the merchants are not happy about the roundabout. She knows many <br />citizens who now avoid Delmar because of this unnecessary obstruction in the City’s Civic <br />Plaza. Ms. Glickert said if speed is the problem, then rumble pavement should be <br />installed. She stated that there has never been an initiative petition by University City <br />residents for a roundabout and had it not been for the trolley this concept would have <br />never occurred. Ms. Glickert stated that a public hearing on this subject was long overdue. <br /> <br />Gregory Pace, 7171 Westmoreland, University City, MO <br />Mr. Pace stated that two weeks ago during a Council session Dr. Carr and her <br />Parliamentarian lectured everyone about following the procedures set out in Robert’s <br />Rules. However, earlier tonight there was a motion that was properly seconded and Mr. <br />Crow, who had the floor for well in excess of ten minutes. In his opinion, what’s good for <br />the goose is good for the gander. Everyone should have to follow all of the rules. <br /> Mr. Pace stated that although he does not necessarily disagree with Dr. Carr’s <br />statement that Council should be held to a higher standard, the fact that she failed to <br /> <br />
