disclose that she had paid for the Parliamentarian is a very important piece of information <br />that he believed fell within that standard, especially when Dr. Carr is asking Council to <br />abide by the wisdom that was being provided. <br /> <br />Lynn Rossel, 7497 Teasdale, University city, MO <br />Ms. Rossel stated that she is a former property and business owner in University City, who <br />was also shocked by the aggressive manner in which Councilmember Kraft had verbally <br />attacked her after talking about the lighting on the golf course during a Council meeting. <br />She stated that for years she avoided coming to Council meetings, but once she started <br />attending she began to think that the residents at the meetings were more discourteous <br />than the people on the street. Ms. Rossel stated that she does believe that Council is <br />exercising a double standard when one Councilmember is reprimanded for his actions and <br />another is not. She stated that the attack on Mr. Kraft’s family was simply inexcusable. <br /> <br />P. COUNCIL COMMENTS <br />Dr. Carr stated that she is now in possession of the original transcript for the audio tape <br />discussed at the last regular meeting and would ask the City Clerk to attach it to tonight’s <br />meeting. <br /> Dr. Carr stated that she is aware that several of her colleagues believe that by taking <br />this action the resolution is dead, when it fact it only dead for this session. She stated <br />that this resolution is not something that she is seeking on her own, but rather it is based <br />upon the many requests from her constituents who have asked her to do something about <br />this issue. Dr. Carr stated that it is clear to her that what Ms. Rossel said is absolutely <br />true; there is one set of standards for Mr. Price and another set of standards for Mr. Kraft. <br />She stated that she would like the reset button to be activated because her constituents <br />deserve to be represented. Dr. Carr stated that she stands to serve the people, not to <br />silence the people and her hope is that this Council will adopt that same practice. <br /> Dr. Carr stated that today several members of Council had received an email from a <br />resident who was requesting specific information on the recall process. She then <br />requested that the City Clerk and City Attorney answer his question in as much detail as <br />possible so that he has a clear understanding of what he is dealing with. <br /> <br />Mr. Crow stated that his hope is that citizens will take a look at the Civil Service Board <br />findings issued on June 16, 2014, regarding the City’s actions with respect to the first <br />responders and share any comments or concerns with their elected officials and the City <br />Manager. He stated that another item he wanted to bring to everyone’s attention since it <br />impacts the pocketbooks of University City residents is that the City originally budgeted <br />$90,000 for legal fees which was increased to $120,000, and this year those fees are up <br />to $150,000. <br /> Mr. Crow stated that his belief is that every member of Council would like to move <br />forward, but he is not sure that Mr. Kraft has either addressed or taken responsibility for <br />his actions. In fact, it seems as though he has put the responsibility back on the political <br />process, and yet, not one citizen or member of Council has stood up and said that he <br />should not be reprimanded. Mr. Crow stated that his belief is that if Council does not <br />address this issue, the citizens will. <br /> <br />Mayor Welsch stated that once again she would like to remind everyone that <br />Councilmember Price was censured three and a half months after he was reprimanded <br />for his actions in this Council chamber during a Council meeting. <br /> <br />She then reminded everyone of the following upcoming events: <br /> <br /> Summer Band Concert tomorrow at 7 p.m. in the University City Loop <br /> <br />
