<br />UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />th <br />5 Floor of City Hall <br />6801 Delmar <br />June 30, 2014 <br />6:00 p.m. <br /> <br />th <br />The City Council Study Session held in the Council Chamber, 5 floor of City Hall, on Tuesday, May <br />27, 2014. Mayor Shelley Welsch called the meeting to order at 5:33 p.m. In addition to the Mayor the <br />following members of the Council were present: <br /> <br />Mr. Rod Jennings <br />Dr. Paulette Carr <br />Mr. Stephen Kraft <br />Mr. Terry Crow <br />Mr. Michael Glickert <br />Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance were the City Manager Lehman Walker and the City Attorney Katie Forster. <br /> <br />Mayor Welsch took a few minutes at the beginning to provide some background information on what <br />was being discussed at the meeting as incorrect information has been sent out. <br /> <br /> On June 16th, Councilmembers Sharpe and Jennings asked the City Council to consider a <br />number of changes to the Council Rules of Order and Procedures. They agreed to amend <br />their resolution per Councilmember Mr. Glickert’s and Mayor Welsch’s request to retain the two <br />separate Citizen Participation sections on Council’s agenda. Mayor noted that this was her <br />addition to Council Rules in 2010. By a unanimous vote, Council agreed, so there would be no <br />discussion at tonight’s meeting on removing the second section of Citizen Participation from <br />th <br />the agenda. On the 16, Councilmember Glickert moved the continuation of the rules <br />discussion to a Council Study session which was approved by a majority of Council. Mayor <br />Welsch said tonight’s meeting is the study session for continuation of the discussion of the <br />three proposed changes to Council Rules and Procedures suggested by Councilmembers <br />Sharpe and Jennings and one suggested by Councilmember Carr. <br />Sharpe and Jennings proposed changes included: <br />1. Recording minutes of the meeting in format suggested by Robert’s Rules which the City <br />Council follows and had been recommended by the previous City Attorney. <br /> Taking of minutes was changed to its current format in 2012 by a majority vote. <br /> <br />Prior to this date, minutes were recorded as in Robert’s Rules and before <br />Robert’s Rules existed, in a format similar. <br />2. Recommendation that it would take three members of Council to put an item on the <br />agenda instead to the current two. <br /> Present Council in 2011 changed the rules to allow two members of Council to <br /> <br />put items on the agenda. Prior to that time it was the City Manager who put <br />items on the agenda although a member of Council could request reports or <br />items for discussion be put on the agenda. <br />3. Move Council Reports and Business section farther down the agenda before Citizen <br />Participation. <br /> Council added the section of Council Reports and Business to the agenda in <br /> <br />2010. <br />Councilmember Carr requested: <br />4.
