Mayor Welsch reminded everyone the meeting was a Study session and there would be no <br />citizen participation. The resolution being discussed was open for comments at the June 16th <br />Council meeting. <br /> <br />The first proposed change was in Rule 5 of Council Rules of Order and Procedure. Addition to <br />th <br />that rule would be, As per Robert’s Rules of Order, Newly Revised 11 Edition, page 468, the <br />minutes of the meetings of the City Council “shall be a record of what was done at a meeting, <br />not what was said by the members”. <br /> <br />Mr. Crow asked for the pros and cons of the rule changes being presented. <br /> <br />Mr. Jennings noted they are following the attorney’s recommendation and also it was his <br />experience as to how the school board minutes were done. He said you still get the same <br />information but in a box score format. All meetings are recorded so if anyone wants to hear <br />complete detail of a meeting, they can get an audio recording. <br /> <br />Dr. Carr differed with Mayor Welsch stating to go back and look at the minutes as she has, <br />they are in great detail of who said what and why. She noted that minutes were never just the <br />motion, second and what the vote was and would be a loss of transparency and accountability. <br />She noted the school district has different rules and processes and are sued for a lot more <br />things than the City. Dr. Carr noted the City Attorney who made the recommendation is no <br />longer with the City. She stated it is bad for anyone who wants to look back and see why a <br />decision was made. Dr. Carr said listening to the audio takes hours as compare to a quick <br />skim through the minutes. <br /> <br />Mayor Welsch stated she too has gone back into the minutes for many decades and Council <br />has never kept verbatim minutes and that is what this Council has asked to be done. She <br />noted Robert Rules does not just say a motion was made and passed but rather provides a <br />summary of what was said. <br /> <br />Dr. Carr called for a Point of Order. She stated that Mayor is not to intervene in this discussion <br />until all of Council has spoken. <br /> <br />Mayor Welsch reminded Dr. Carr that this was a study session and it is appropriate for her to <br />speak. <br /> <br />Continuing, Mayor stated that the way Council minutes should be a summary of discussions <br />and what votes were taken. <br /> <br />Mr. Crow asked if it would be the practice of the City Clerk to keep all audio recordings and for <br />how long. <br /> <br />City Clerk Pumm noted that currently the audio recordings are being kept indefinitely and <br />stored on an external hard drive. Legal advice given to the City Clerks’ association is that <br />audio recordings should not be kept for longer than three months. <br /> <br />Mr. Crow asked if there would be a charge for a copy of an audio recording. <br /> <br />Ms. Pumm said she would have to verify it but thought there was a charge according to the <br />City’s Sunshine Request form. She would verify that and provide Council with the answer. <br />Ms. Pumm noted that they are also available on the website for a year. <br /> <br />2 <br /> <br /> <br />
