She said it is inherent on Council to keep the <br />history, foster transparency and allow citizens at any time to seek the information on what goes <br />on at Council meetings without submitting a Sunshine Request. <br /> <br />Dr. Carr called for a Point of Order. She noted that Council has a precedent for not voting in a <br />Study session. If there is a vote then it should be a Regular meeting and open to citizen <br />participation. <br /> <br />Mr. Kraft stated the last three times the Council considered rule changes, Council voted on the <br />rules as they were meeting as a committee of the whole, voted on and then presented later as <br />a resolution at a regular Council meeting. <br /> <br />Mr. Glickert asked to speak to the City Attorney Ms. Forster. <br /> <br />Mr. Glickert asked if Council could vote in a Study session. <br /> <br />Ms. Forster stated the study session was noticed with a discussion and vote. As far as she <br />was aware there was nothing in Robert’s Rules prohibiting a vote. It was her understanding <br />from past practice; vote was not usually done in a study session and would be up to Council to <br />decide if they want to take action and vote. <br /> <br />Mr. Crow stated he was confused as to why this meeting was being held and found it odd that <br />Council would deviate from a path normally followed. He noted that it would be better to do by <br />consensus. He noted it was odd to call a special session and have a meeting and not have <br />public comment and take a vote all of which causes a creditability problem with this Council. <br />Mr. Crow was frustrated, noting this was his fifth Council meeting in six weeks. <br /> <br />Mr. Kraft noted that voting on the rules in a study session has been done previously. He stated <br />Council is a committee of the whole and recommends to Council and will be brought forth as a <br />resolution at the next Council meeting. Mr. Kraft stated a study session allows for more <br />discussion back and forth. <br /> <br />Dr. Carr said to Mr. Jennings that this was not the reset button. She stated that at the last <br />study session where she was introducing rule changes everyone walked in late and she finally <br />conducted her rule changes under Council Business at the Regular Council session. <br /> <br />Mayor Welsch noted the meeting tonight was being held after the majority of Council voted to <br />hold a study session on Resolution 2014-26 at the June 16 Special Council meeting. <br /> <br />Point of Order was called by Mr. Crow. He stated a study session would not be held if there <br />were not 250 people present. He again asked why Council was having another special <br />meeting as there was nothing that needed to be rushed. <br /> <br />Mayor Welsch noted that Mr. Glickert and she had asked for a study session based on the vote <br />of June 16 because some members of Council thought it was an important discussion to have. <br /> <br />Point of Order was called by Dr. Carr; she stated that the question had not been called. She <br />noted the City Clerk sent out a notice stating the Council called a study session but Dr. Carr <br />stated she was not consulted about it.
