<br />SPECIAL MEETING OF THE CITY COUNCIL <br />CITY HALL, Fifth Floor <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />June 30, 2014 <br />Following Study Session at 6:00 p.m. <br /> <br />A. MEETING CALLED TO ORDER <br /> <br />At the Special Session of the City Council of University City held on the fifth floor of City Hall, on <br />Monday, June 30, 2014, Mayor Shelley Welsch called the meeting to order at 7:15 p.m. <br /> <br />B. ROLL CALL <br />In addition to the Mayor the following members of the Council were present: <br /> <br /> Mr. Rod Jennings <br /> Dr. Paulette Carr <br /> Mr. Stephen Kraft <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance were the City Manager Lehman Walker and City Attorney Katie Forster. <br /> <br />Mayor Welsch asked for any changes to the agenda. Hearing none she asked for the approval of <br />the agenda as presented. Voice vote carried unanimously. <br /> <br />Mr. Walker noted the fourth item of the notice of a special session was to approve to grant authority <br />for the City Manager to sign and enter into a construction, maintenance and operations agreements <br />and permanent easement agreement with the Loop Trolley. <br /> <br />Mr. Sharpe moved to approve and was seconded by Mr. Jennings. <br /> <br />Dr. Carr noted she still had some reservations as to whether the City is adequately protected. <br /> <br />Mr. Glickert noted that he met with the City Manager and some directors in the City to discuss the <br />agreement being presented. He noticed that it presently is just to grant authority but the City does <br />not have a final plan was not available yet. Mr. Glickert asked the City Manager if the Council and <br />public would be shown the final plan. <br /> <br />Mr. Walker said what was being asked for now is the authority given to the City Manager to enter into <br />the agreements. He stated the Council and residents would be shown the final plan when <br />completed. <br /> <br />Mr. Crow asked will there be an opportunity with the public to see the plan before Council takes their <br />vote. <br /> <br />Mr. Walker stated staff will make arrangements for that to be done. <br /> <br />Mr. Crow question was why this item requires a special meeting tonight. <br /> <br />Mayor Welsch noted that this item was on the agenda at the last meeting and Councilmember <br />Glickert asked that it be delayed so he had more time to read. She noted the time-frame related to <br />this is that the final bid packages for the project are going out and the agreement needed to be <br />approved before the final contractor can be chosen. <br />1 <br /> <br /> <br />
