<br />Mr. Crow noted the cover page said it can be rescheduled. He wanted to know what was pushing to <br />have the three meetings this evening. <br /> <br />Mr. Kraft noted he did not know as this item could have been voted on last time but we are here so <br />we might as well vote on it. He did note the agreements kept getting better from the original <br />submission of an indemnification clause, which was not acceptable. Mr. Kraft said it is now a real <br />indemnification clause. He said one of his concerns was the University City would not bear any legal <br />liability or financial liability if the trolley failed. With the new agreement the City would get its money <br />from the bonding company. <br /> <br />Mr. Crow again asked why there was a special meeting as none of the agenda items requires <br />Council’s action or attention tonight. <br /> <br />Dr. Carr reminded people that Mr. Sharpe recommended only meeting once a month during the <br />summer. She said all these meetings have been exhausting. She said all the meetings could have <br />been to rush the rules through before we submitted another set of resolutions that was not liked. <br /> <br />CITIZEN COMMENTS <br />Joe Edwards, 6504 Delmar <br />Mr. Edwards stated the bid package is out on the trolley project and was important to move forward <br />tonight as a City Manager agenda item, so contractors looking at it will analyze it and know the <br />project is going forward. This would give the trolley a chance to get the best price and save money. <br />Mr. Edwards reported on an article in the St. Louis Post Dispatch on the “Nations Love Affair May Be <br />on Fumes”. He noted it was a great opportunity of our community to be in the forefront of future <br />transportation. Mr. Edwards state that the Loop Trolley will connect with the Forest Park Connector <br />that can then take riders to any of Forest Park’s entities. He noted that the trolley is a clean electric <br />project and prototype for the future of the metropolitan area. Mr. Edwards said the vote tonight <br />would send a positive message to the Federal Transit Association and the region. <br /> <br />Mayor Welsch called for a voice vote on the motion to have the City Manager enter into the <br />agreements with the Loop Trolley, and carried unanimously. <br /> <br />Mr. Sharpe moved to cancel the last Council meeting in July and was seconded by Mr. Glickert <br /> <br />Dr. Carr amended the motion to also include cancelling the last Council meeting in August and was <br />seconded by Mr. Sharpe. <br /> <br />Voice vote on the motion to amend the original motion to cancel the last Council meeting in August <br />carried unanimously. <br /> <br />Voice vote on the amended motion to cancel the last meeting in July and August carried <br />unanimously. <br /> <br />CITIZEN COMMENTS. <br />Mayor Welsch reminded speakers to identify themselves by giving their full name and address. <br />Comments would be limited to five minutes <br /> <br />Patricia McQueen, 1132 George St, University City, MO <br />Ms. McQueen submitted her remarks and asked they be included with the minutes. She stated that <br />Robert’s Rules states, in an ordinary society the minutes should contain mainly a record of what was <br />done at the meeting, not what was said by the members and that the City Clerk does not put <br />personal interpretation into the minutes. Ms. McQueen stated the past minutes have given an <br />excellent historical record of how decisions have been made by the Council. She noted the U.S. <br />2 <br /> <br /> <br />
