Session 1585, Minutes <br />Febl~ry 8, 1993 <br /> <br />Page 7 <br /> <br />Schoomer seconded the motion. ~he roll call vote was as follows: AYES: <br />CounciE Price, A~m~, Wagner, Schuman, Schoc{ner, ~, and Mayor <br />Majerus. NAYS: None. <br /> <br />Mayor Majerus reviewed what Oouncil will be voting on at the next meeting: <br />It shall be unlawful to park or store any truck or cu~,~cial vehicle on any <br />street or alley on any day of the week between 2 a.m. and 6 a.m. Exceptions <br />when in cu~{~liance with all of tba following: 1) A truck displaying valid <br />Misscuri license pla~ for 6000 pounds gross vehicle weight provided it is <br />not a cuL~ercial vehicle; 2) It does not contain any visible load incliceting <br />a product or service of delivery in the truck bed when parked; 3) It has its <br />tailgate, if any, secured in the upright p~sition except when loading or un- <br />loading; 4) It contains no self-cx3ntained camping unit; 5) It has no more <br />than two wheels per axle; 6) It is parked in the immediate vicinity of the <br />place of residence of the registered owner; 7) There is no offstreet parking <br />as defined by the Municipal Code available at the residence of the registered <br />owner; 8) It does not ~ 78 inches in height including accessories or 200 <br />inches in length; 9) Tnere is a special truck permit parking sticker affixed <br />to the left rear window. ~a sticker will be issued on an annual basis pro- <br />vided (a) The owner must apply with the Finance Department for a truck park- <br />ing sticker. At the time of application, the ~wner must pay a $25 applica- <br />tion fee with proof of valid license and registration. (b) Prior to approval, <br />the City staff will verify unavailability of offstreet parking (itens noted <br />under 1 through 8) and the cxaL{~le~a application prior to initial approval. <br />(c) The owner pays an annual fee of $25 per y~, renewable on proof of items <br />listed in (a); 10) The Director of Finance shall issue and keep a log of all <br />city truck parking stickers. Truck parking stickers are non-transferable <br />between vehicles or location of residence. <br /> <br />Mr. Aa~ms moved that applicants be required to show proof of valid insurance. <br />Mr. Wagner seconded the motion. Tne roll call vote was as follows: AYES: <br />Councilmembers Price, Aa~ms, Wagner, Schuman, Schocmer, and Mayor Majerus. <br />NAYS: Councilmember %hoopson. T~e motion carried by a vote of six to one. <br /> <br />Mayor Majerus reiterated that if the truck parking bills are enacted at the <br />next meeting, there will be a six-month trial period after which Council will <br />evaluate whether or not the changes should be made permanent. <br /> <br />Mr. Price asked that the City Manager, near the end of the six-month period, <br />provide an evaluation of whether he feels the City will he able to enforce <br />the zoning restriotione on truck parking. Mayor Majerus noted that if County <br />Executive Westfall's pLubcsal for sales tax redistribution is enacted, the <br />City would have sufficient funds to hire additional inspectore to ma~ sure <br />the truck parking laws are enforced. She encouraged the audience to join the <br />City in working for passage of this pLupoeal. <br /> <br />Mr. Schoener thanked Mr. Glickert for his assistance to the City in document- <br />ing the truck parking violations and asked Mr. 011endorff to report on how <br />they have been dealt with. <br /> <br />Mrs. Schuman said there is one aspect of truck parking that has not been ad- <br />dressed--nothing prohibits a sunall (under 6000 pounds) cu,~,ercial vehicle <br /> <br /> <br />
