Session 1585, Minutes <br />FebD~a~y 8, 1993 <br /> <br />Page 6 <br /> <br />Mr. Price thought there were grave m/sunde~tandings about cu~Lercial versus <br />non-c~mLercial trucks. ~a said no changes in the law would apply to large <br />trucks or those with trash or junk in the truckbed--they will still be tick- <br />eted. He also felt enfor=enent has been uneven, and that the intent of the <br />proposed changes n-~--cd~-__ed to be clarified. <br /> <br />Mrs. Scb~mmn said before amendments are pkupcsed, she thought it would be <br />helpful to examine the four bills to ~ exactly what they do. <br /> <br />Mayor Majerus suggested looking at definitions first, noting that the Plan <br />Oatu~asaion worked very hard to clarify and tighten the definitions of various <br />types of vehicles. Mrs. Schuman, liais(m to the Plan Cu~.issic~, said pickup <br />trucks were remDved frc~n the definitic~l of major recreational equipment. ~he <br />Cu~Lu~,~ssion also tried to determine which pickup trucks could be defined as <br />private passenger vehicles and allowed to be parked on private pkuperty with- <br />out being enclosed or screened. She r~d the applicable restrictions: 1) <br />any vehicle licensed as passenger vehicle and less than 6-1/2 feet in height <br />and 2) van or pickup truck less then 6-1/2 feet high, less than 18 feet long, <br />6000 pounds or less, and no more than four wba~_ls. A pickup truck with side- <br />boards is not classified as a private passenger vehicle. In e~a~tion, a six- <br />month trial period will be in effect. Mrs. Schuman said the Plan O~u~,~saion <br />regulates the outdoor storage and parking of private passenger vehicles (that <br />will now include certain picao3p trucks). Outdoor parking of pic3omp trucks on <br />residential lots is prohibited if the tm~_cks are loaded with any items unless <br />screened f~ut, view of the street or adjoining lot. The six-month trial per- <br />iod applies here also. Mayor Majerus note~__ Mr. Wagner has an amendment that <br />will make the definition more restrictive. <br /> <br />Mr. Wagner felt there was merit in further restraining the size of trucka al- <br />lied to park on the street and in driveways in Bills 8114 (page 8) and 8116 <br />(page 2). He moved to restrict permissable truck sizes to overall length no <br />greater than 200 inches; overall height, including accessories, no greater <br />than 78 inches; and a gruss vehicle weight no greater than 6000 pounds. Mrs. <br />Schuman seconded the motion. Mr. Price thought side racks should be includ- <br />ed; Mr. Wagner and Mrs. Schm~n accepted that change. <br /> <br />Director of Planning A1 Goldman was asked to cc~Lu,.~ant. He said the Plan Cc~- <br />mission had lengthy discussions on sideboards, and tried to kee~ it as sir~ple <br />as possible without elaborete descriptions. He said tba overall height re- <br />striction should take care of racks. The six-month trial period should show <br />if other changes are needed. Mr. Price wanted the words side racks used. <br />All agreed. The roll call vote on the et was as follows: AYES: <br />CounciE Price, ~a~ms, Wagner, Scbm~n, Sd~oc~ar, Thu~eon, and Mayor <br />Ma j erus. NAYS: None. <br /> <br />Mayor Majerus said Council will now discuss Bill No. 8116 which deals with <br />parking on the street. She said several councilmenhers felt it was not re- <br />strictive enough. <br /> <br />Mrs. Schuman moved that the original language in Sec. 21-127(a), which has to <br />do with allowing trucks to park cm four streets in the City's industrial <br />park, be reinserred since it should not have been .L~L~Ved originally.
