She <br />said tba changes being pk-cl~3sed are minimal; in additi~l, if enacted, it will <br />be on a six-month trial basis. <br /> <br />Ms. Elsie Glickert, 6712 Etzal, stated that laws restricting truck parking in <br />University City predate tba Council-Manager form Of gove~j-,ent (1947). She <br />was concerned that p~uposed changes would allow large trucks to park on Sun- <br />days at any time. The Mayor said that was incorrect--any truck over 6000 <br />pounds could not park on a public street on Sunday. Ms. Glickert said the <br />Codes were very i~portant and should be enforced evenly in every neighborhood. <br />She a~-~played [b~Ycos of code infracticels and said there were many more she <br />did not photograph. She said vehicles with open beds convey a negative image <br />and have a negative impact on residential neighborhoods. She submitted a <br />petition fi~ the Crest Avenue Block Unit that ub~Dsed changes in truck park- <br /> <br />Mr. Charles Werner, 7116 We~t~,-~_land, said he wanted what w~s best for Uni- <br />versity City, and felt the law that deals with parking trucks on private <br />property should not be altered. He said when changes were corsidered about <br />25 years ago, he felt tba City benefited flu no changes being made. However, <br />if no parking is available, he felt it might he satisfactory to allow street <br />parking of small trucks with a permit, but elly in front of the owner's resi- <br />dence. He also felt sc~e acc(a~odation could be made for parking trucks on <br />Sunday in a c~ercial area or at chu~d~s or similar institutions. <br /> <br />Mr. Stepban Glickert, 7750 Blackberry, said ba was opposed to changes in the <br />truck parking laws. He said he has been monitoring truck parking in his <br />neighborhood and found 36 violaticels in the past five weeks. He distributed <br />the list to Council. He said it was a disgrace, and would be oven worse if <br />the truck parking laws were relaxed. <br /> <br />Mayor Majerus said Bills 8113, 8114, 8115 and 8116, all of which have to do <br />with truck parking, would not receive second and third readings at this time <br />since several councilmenbets will be plying major amendments. However, <br />Ccuncil will discuss the bills and vote en the amendments so the bills may be <br />considered for approval at the February 22 meeting. <br /> <br />In response to Mr. Price, Mr. Ollendorff said even if the p~upcsed changes <br />are enacted, it would still be illegal for trucks used for business to park <br />on the street during the hours they are now prohibited. Only s~all non-cc~- <br />mercial trucks with permits will be eligible to park on tha street or in a <br />driveway. He said one of the ameraments to be offered would clarify the def- <br />initien of c~ercial vehicle. <br /> <br />Mrs. Schuman pointed out that University City currently has a law prohibiting <br />accumulation of ~,wnish, etn. in the b~a~ of pickup trucks, and she wished to <br />know who monitors this type of violation. Mr. Ollendorff said primarily it <br />would be environmental inspectors but it could also be police or zoning. <br /> <br />Responding to Mrs. Tn~eon, Mr. Ollendorff said to his knowledge no survey <br />had been taken to see how many truck owners would be affected. <br /> <br /> <br />
