Session 1778
March 20, 2000

Mr. Lieberman said he had received some calls from some of the petitioners on Teasdale
and Washington, whom were concerned about the no right turn from 4 - 6 pm, because
many live on that block. They feel that this will cause them to have to go out of their way
to get home. It is possible that the other measures introduced, such as reduction of speed
limit, should be set in place first before this is actually done.

Mr. Wagner said that Mr. Lieberman is correct, and that there was definitely mixed views
on this issue at the neighborhood meeting that they attended. Yet, the only people that he
has heard from since the Council had agreed to support this measure was from people on
the block that were absolutely thrilled. He supports passing it.

Mr. Munkel believes that this measure will cause the cars to go uphill from Jackson, which
is one of the problems that the residents had discussed. We still don't know if the County
will even pass this yet, so he believes that this should be passed. If it becomes a problem,
then other neighbors can come and petition for a change.

Mr. Schoomer requested, if this measure passes, that the City Manager prepare a report in
6 months on the effectiveness of the solution.

Mr. Wagner asked the City Manager to write a letter to the County stating our reasons and
research for wanting this measure to pass.

Mr. Schoomer requested a resolution of support from the City Council to be directed to the
County Council to pass this measure.

The roll call vote was as follows: AYES: Mr. Sharpe, Ms. Colquitt, Mr. Munkel, Mr. Wagner,
Mr. Lieberman, Mr. Schoomer, Mayor Adams. NAYS: none. Bill no. 8459 passed and
became ordinance no. 6238.

BILL NO. 8460 - AMENDING CHAPTER 10.44 OF THE MUNICIPAL CODE,
RELATING TO PARKING RESTRICTIONS ON SPECIFIC STREETS, BY
REPEALING SECTION 10.44.010 THEREOF, RELATING TO PARKING
PROHIBITED ON CERTAIN STREETS AT ALL TIMES, AND ENACTING A NEW
SECTION 10.44.010 SO AS TO PROHIBIT PARKING AT ALL TIMES ON THE
EAST SIDE OF EIGHTY-FIRST STREET FROM THE SOUTHERNMOST LINE
OF NOB HILL TO A POINT 64.2 FEET SOUTH THEREOF; CONTAINING A
SAVING CLAUSE AND PROVIDING A PENALTY.

The bill was given its second reading.
The bill was given its third reading.

8
