Session 1780 <br />April 17, 2000 <br /> <br />2. A bill was introduced by Mr. Munkel, entitled: <br /> <br />AN ORDINANCE VACATING AND SURRENDERING A PUBLIC RIGHT-OF-WAY <br />BETWEEN BIRCHMONT DRIVE AND WAYNE AVENUE, EAST OF 79TM STREET, IN <br />BLOCK 9 OF BELMONT HILLS NUMBERS 2 AND 3 SUBDIVISIONS, AND <br />DIRECTING THAT THIS ORDINANCE BE RECORDED IN THE OFFICE OF THE <br />RECORDER OF DEEDS OF ST. LOUIS COUNTY, MISSOURI. <br /> <br />The bill was given its first reading and assigned bill number 8465. <br /> <br />Mr. Ollendorff said that the first bill adopts the new BOCA National Fire Code. In this case <br />there are several maintenance issues to amend, but a new provision of the Fire Code for <br />lifesaving purposes may require that a keybox or lockbox to which the City and the Trustees <br />would have keys be placed on all gates and chains. This would mean that there would be <br />one key to fit all the locks around the City. This has been proposed to all subdivisions and <br />all but two have agreed. <br /> <br />Mr. Lieberman said that he spoke to one of the parties opposed and he is opposed because <br />he thinks that there is a better way to do it. He thinks that the City should have a master <br />key to open all the locks, but that all the trusteeships should have a different numbered key <br />so that only their key would fit that lock. Mayor Adams said that these types of locking <br />systems are more expensive, but feels that this would be a negotiable item between all the <br />trustees. <br /> <br />Referring to Bill #8465, Mr. Lieberman asked if Mr. Sharpe had been successful in <br />discussing this issue with the adjacent residents. Mr. Ollendorff stated that they have not <br />talked to all of the residents as of yet, but he suggested to Mr. Sharpe that it would not hurt <br />to go ahead and introduce the bill this evening. Just do not vote on it until the Council gets <br />the response it wants. <br /> <br />Mr. Sharpe said that he spoke to two people, one house is rented out. One person has <br />been unavailable to talk with. The one on Birchmont and one on Wayne are very <br />amenable, but would like the City to close off both ends. Mr. Ollendorff said that this was <br />not a problem. <br /> <br />Mr. Schoomer asked if an official letter asking them to be present at the next meeting <br />would be appropriate. Mayor Adams said that they have already been notified of the public <br />hearing. Mr. Schoomer is not willing to vote in approval of this measure without the <br />assurances of all the adjacent neighbors. Mr. Sharpe stated that they did not want to come <br />to a meeting.
