<br />MEETING OF THE CITY COUNCIL <br />CITY HALL, Fifth Floor <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />September 8, 2014 <br /> <br /> <br />A. MEETING CALLED TO ORDER <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City Hall, on <br />Monday, September 8, 2014, Mayor Shelley Welsch called the meeting to order at 6:30 p.m. <br /> <br />B. ROLL CALL <br />In addition to the Mayor the following members of the Council were present: <br /> <br /> Mr. Rod Jennings <br /> Dr. Paulette Carr <br /> Mr. Stephen Kraft <br /> Mr. Terry Crow <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Mr. Michael Glickert was excused. <br /> <br />Also in attendance was City Manager Lehman Walker. <br /> <br />C. APPROVAL OF AGENDA <br />Mr. Sharpe moved to approve the agenda as presented, was seconded by Mr. Jennings and the <br />motion carried unanimously. <br /> <br />Mayor Welsch reminded members of the audience: <br /> <br /> To fill out Speaker Request form if they would like to speak on agenda or non-agenda item; <br /> <br /> Place the completed form in tray in front of the City Clerk; <br /> <br /> Council cannot discuss personnel, real estate of legal matters in a public session; <br /> <br /> Questions raised at meeting will be responded to later, as quickly as possible; <br /> <br /> It is Council’s intent to conduct its meetings in a manner that is at all times respectful to members <br />of staff, the community and fellow Councilmembers; and <br /> <br /> Personal attacks on Councilmembers and staff will be ruled out of order. <br /> <br />D. PROCLAMATIONS <br /> <br />E. APPROVAL OF MINUTES <br /> <br />1. <br />August 11, 2014, Study Session minutes were moved for approval by Mr. Jennings, seconded <br />by Mr. Sharpe and the motion carried unanimously. <br />2. <br />August 11, 2014, City Council Regular Session minutes were moved for approval by Mr. <br />Sharpe, seconded by Mr. Jennings. <br /> <br />Mr. Crow stated he had been unable to find any reference to the questions he had posed to the City <br />Manager regarding budget impacts related to the firefighters or the City Manager’s response and <br />accusation. For the record, Mr. Crow noted that the firefighters had never supported him in any <br />election. He then questioned whether the content of the minutes was left solely up to Ms. Pumm’s <br />discretion. <br /> <br />Dr. Carr stated that minutes create a history and therefore should accurately reflect what was done <br />or said. She then requested that Ms. Pumm amend the minutes to include Mr. Crow’s reference to <br />the conversation between him and the City Manager. <br /> <br />Mayor Welsch suggested that Council delay consideration of the minutes until the next meeting to <br />provide Ms. Pumm with an opportunity to make the necessary revisions.
