Dr. Carr noted that outsourcing EMS is a big change for University City and she <br />had done some of her own research, noting that several cities have changed from outsourcing to in- <br />house. Expressing her unfamiliarity with Mr. Pace’s expertise in this area and fire, but <br />acknowledging his authorship of the RFP, she suggested that perhaps the Council should sit down <br />with Mr. Pace to assist Council in clarifying on some of the issues that have been raised. <br /> <br />Mr. Crow stated that he would like to compliment the Chief of Police his long-term success in <br />cultivating a police force that matches the City’s diversity. <br /> Mr. Crow stated that outsourcing the City’s EMS services is a serious conversation that everyone <br />should be involved in the conversation. He stated there were a number of questions raised about <br />the parameters established in the RFP and those standards were not equivalent to the City’s current <br />standards. <br /> <br />Mr. Crow stated that he shared Dr. Carr’s concerns regarding passage of the fiber feasibility study <br />without seeing the contract. Mr. Crow requested that the following comments which were made at <br />the last Council meeting be transcribed verbatim. “I continue to be concerned that many of my <br />colleagues have created an atmosphere in which Mr. Walker seems to be able to go unfettered. It is <br />time for this Council to opine on what constitutes appropriate and inappropriate conduct as it relates <br />to the position of the City Manager and City politics. “ <br /> <br />Mr. Kraft stated that University City has good press in relation to some of the things that have <br />happened in Ferguson and looked good. He stated that one thing that had been quite disturbing <br />were the issues related to misdemeanor warrants, especially for those who are underprivileged. Mr. <br />Kraft hoped the Council would be willing to say at least symbolically to all citizens that desire to <br />attend meetings at City Hall, would be in a warrant-free zone. <br /> <br />Mayor Welsch echoed the comments of Mr. Crow regarding Chief Adams’ accomplishments related <br />to diversity in the workplace and she expanded it to include the City Manager, Lehman Walker, who <br />worked to diversify staff in every department of the City. <br /> <br />Mayor Welsch made note of the following events. Fair U-City would be held on Friday, Saturday and <br />Sunday at Heman Park. The events included: <br /> <br /> University City Jazz Festival on Saturday. <br /> <br /> Puppy Pool Party sponsored by University city People for Dogs on Saturday and Sunday <br /> <br /> Fun Run on Saturday to support the girls’ high school track team <br /> <br /> A classic car show on Saturday <br /> <br /> Vendors <br /> <br /> Rides <br /> <br />Q. <br />ROLL CALL VOTE TO GO INTO A CLOSED SESSION according to RSMo 910.021 Legal (1), <br />legal actions, causes of action or litigation involving a public governmental body and any <br />confidential or privileged communications between a public governmental body or its <br />representatives and its attorneys. <br /> <br />Dr. Carr moved to approve and was seconded by Mr. Crow. <br /> <br />Mr. Kraft stated that since this topic did not appear to be urgent he would request that the closed <br />session be postponed for two weeks to allow for a discussion by the full Council. <br /> <br />Dr. Carr stated that there was a possibility that she may not be in attendance at the next meeting. <br /> <br />Mr. Crow questioned whether the precedent that was being set applied to all seven members of <br />Council. <br /> <br />Mr. Kraft stated that the only reason he had made this request was because in this instance there <br />was no urgency to act on the issue to be discussed. <br /> <br /> <br />
