Dr. Carr stated that this is an important issue and that any decision be accomplished through <br />discussions and conclusions rendered by the entire body and not by a polling conducted prior to the <br />meeting. <br /> <br />Mr. Sharpe asked Mr. Walker if the closed session could be postponed until all members of Council <br />were present. Mr. Walker stated that the matter has been ongoing for a couple of years and was not <br />time-sensitive. <br /> <br />Dr. Carr questioned whether it would be more convenient for everyone if she called for a Special <br />meeting to discuss this matter. <br /> <br />th <br />Point of Information: Mr. Kraft asked whether the October 13 Regular Council meeting would be <br />held on Tuesday because of Columbus Day. <br /> <br />Mayor Welsch suggested that Council vote on the motion and if the vote dictated postponing the <br />closed session then the matter will be placed on the agenda when the full Council would be present. <br /> Mayor Welsch stated that she would like to go on record as saying that there is no pattern of <br />polling on this Council and no member has done anything illegal. In the case of the study session <br />related to choosing an auditor, Councilmembers were asked at a previous session to study the <br />proposals and return at the next meeting ready to discuss or vote on who they wanted. That is what <br />happened. <br /> <br />Mr. Crow stated that although he was okay with postponing the closed session this evening, he is <br />concerned that Council is setting a precedent that will be very difficult to uphold. <br /> <br />Mayor Welsch stated that it had been Mr. Walker’s intent to schedule this Executive Session for <br />nd <br />September 22 however Dr. Carr and Mr. Crow had called for the session to be held tonight. <br /> <br />Dr. Carr made a motion to suspend the rules to allow for her additional comments, was seconded by <br />Mr. Crow and carried unanimously. <br /> <br />Dr. Carr stated that when she received the solicitation for comments there was no mention of a <br />closed session at tonight’s meeting. She stated that Council’s actions with respect to the resolutions <br />she had proposed is what causes her to believe that things are being planned and plotted. Dr. Carr <br />stated that she simply wants to make sure that opinions are shared amongst one another and they <br />are not conveyed to the keeper of opinions to make a decision on what should be provided to <br />Council. <br /> <br />A Roll Call vote was then taken on Dr. Carr’s motion to approve the closed session. <br /> <br />Roll Call vote was: <br />AYES: <br />Dr. Carr. <br />NAYS: <br /> Mr. Jennings, Mr. Kraft, Mr. Sharpe, Mr. Crow and Mayor Welsch. <br /> <br />R. <br />ADJOURNMENT <br /> <br />Mayor Shelley Welsch adjourned the meeting at 7:31 p.m. <br /> <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br /> <br />Joyce Pumm <br /> <br />City Clerk, MRCC/CMC <br /> <br />
