<br />Point of clarification: Mr. Jennings asked if the Board of Adjustment was the only Board or <br />Commission that acted as a direct consultation to City staff. Mr. Walker stated that the Historic <br />Preservation Commission also made recommendations to staff. <br /> <br />Mayor Welsch stated that Boards and Commissions do make recommendations to Council and <br />staff, but oftentimes staff will also make a recommendation to Council on the same subject matter. <br /> <br />Mr. Walker stated that he has worked with several of the boards and commissions during his <br />tenure and he believed that what they, as well as staff, have come to recognize is that some of <br />the commissions and boards recommendations may be accepted and some of them may not. <br /> <br />Dr. Carr stated that the City Code associated with boards and commissions specifics that they are <br />to advise Council/staff, and that a member of Council/staff should be assigned to assist them. <br />The Code also states that one of the responsibilities of the Traffic Commission is to assist the City <br />in developing the Code. <br /> <br />Dr. Carr stated that at the last Council meeting, Mr. Hales informed members that according to <br />the officials at MoDOT and the American Association of State Highway and Transportation <br />exemptions are not uncommon. She stated that the Traffic Commission’s recommendation for a <br />variance related to the intersection sight distance for parked cars along Delmar and was approved <br />by both City Council and St. Louis County. That approval meant that cars can be parked right up <br />to the edge of the intersection at DelCrest on the northern side of Delmar. <br /> Dr. Carr stated that while members of the Traffic Commission may not have professional <br />engineering degrees they are intelligent and committed Dr. Carr asked that this issue be sent <br />back to staff to adequately address parking and egress of the Trinity closure. <br /> <br />The motion of Mr. Sharpe to approve carried by a majority, with a Nay vote from Dr. Carr. <br /> <br />L. <br />UNFINISHED BUSINESS <br /> <br />BILLS <br />1. <br />BILL 9232 <br /> - An ordinance amending Schedule III of the Traffic Code, to revise traffic <br />regulation as provided herein. Per the request of Mayor Welsch the Ordinance was read for <br />the second and third time. <br /> <br />Mr. Glickert moved to approve Bill 9232 and was seconded by Mr. Sharpe. <br /> <br />Roll Call vote was: <br />AYES: <br />Mr. Jennings, Mr. Kraft, Mr. Glickert, Mr. Sharpe, Mr. Crow, Dr. Carr and Mayor Welsch. <br />NAYS: <br /> None <br /> <br />Bill Number 9232 carried unanimously and became Ordinance 6962. <br /> <br />2. <br />BILL 9233 <br />- An ordinance amending Schedule III of the Traffic Code, to revise traffic <br />regulation as provided herein.
