use of public streets for recreational purposes, and enacting in lieu thereof a new section to be <br />known as “Section 505.030 for special use purposes”, thereby amending said section so as to <br />create a special use permit process for the use of public streets, boulevards, alleys or other <br />public thoroughfares for special events. Per the request of Mayor Welsch the Ordinance was <br />read for the second and third time. <br /> <br />Mr. Sharpe moved to approve Bill 9234 and was seconded by Mr. Glickert. <br /> <br />Mr. Crow asked Mr. Walker if the City has the same type of procedure in place for the utilization of <br />parks. Mr. Walker stated that the City does have a policy for special events, but was unsure <br />whether there is a specific ordinance. Mr. Crow stated that if this administration finds it necessary <br />to request a Special Use Permit for the use of public streets, then the same type of procedure <br />should also be in place for events held at City parks. <br /> <br />Hearing no further discussion Mayor Welsch called for a roll call vote. <br /> <br />Roll Call vote was: <br />AYES: <br />Mr. Jennings, Mr. Kraft, Mr. Glickert, Mr. Sharpe, Mr. Crow, Dr. Carr and Mayor Welsch. <br />NAYS: <br /> None <br /> <br />Bill Number 9234 carried unanimously and became Ordinance 6964. <br /> <br />4. <br />BILL 9235 - <br />An ordinance fixing the compensation to be paid to City Officials and employees <br />as enumerated herein from and after July 1, 2014, and repealing ordinance No. 6945. Per the <br />request of Mayor Welsch the Ordinance was read for the second and third time. <br /> <br />Mr. Jennings moved approve Bill 9235 and was seconded by Mr. Kraft. <br /> <br />Roll Call vote was: <br />AYES: <br />Mr. Jennings, Mr. Kraft, Mr. Glickert, Mr. Sharpe and Mayor Welsch. <br />NAYS: <br /> Mr. Crow and Dr. Carr. <br /> <br />Bill Number 9235 carried unanimously and became Ordinance 6965. <br /> <br />5. <br />BILL 9236 - <br />An ordinance amending Section 2.62.630 of the University City Municipal Code, <br />relating to the Police and Firefighters’ retirement system – investment accounts, and enacting <br />in lieu thereof a revised section to be known as “Section 2.62.630 Police and Firefighters’ <br />retirement system – investment accounts”. This amending will resolve ambiguities in the <br />language of this section to reflect the original intent at the 2001 transition to a Hybrid <br />Retirement Plan, to grant vested participant employed on May 1, 2001 (or otherwise provided <br />for vested participants reinstated after such date), the option to remain in the Defined Benefit <br />Plan or to transfer to the Hybrid Plan, and to provide that all participants vested after that date <br />would automatically participate in the Hybrid Plan upon completing ten years of vesting <br />service. Per the request of Mayor Welsch the Ordinance was read for the second and third <br />time. <br /> <br />Dr. Carr moved to approve Bill 9236 and was seconded by Mr. Jennings. <br /> <br />CITIZEN’S COMMENTS <br />Jan Adams, 7150 Cambridge Avenue, University City, MO <br />Ms. Adams stated that she disagreed with Jim Carr’s analysis as it was presented at the July <br />Council meeting and requested that Council postpone their vote on this bill and allow time for <br />additional opinions to be submitted. Ms. Adams also requested that Councilmember Carr recuse <br />herself from any discussion or vote, based on her belief that there is a conflict of interest. <br /> <br /> <br />6 <br /> <br /> <br />
