Roll Call vote was: <br />AYES: <br />Mr. Jennings, Mr. Kraft, Mr. Glickert, Mr. Sharpe, Mr. Crow, Dr. Carr and Mayor Welsch. <br />NAYS: <br /> None <br /> <br />Bill Number 9236 carried unanimously and became Ordinance 6966. <br /> <br />M. <br />NEW BUSINESS <br />RESOLUTIONS <br /> Introduced by Mr. Glickert <br />1. <br />Resolution 2014 – 36 A resolution for Fiscal Year 2013–2014 – budget amendment #3 <br />and was seconded by Mr. Sharpe. <br /> <br />Mr. Crow stated that the activity of this administration, regarding the Firefighters’ Union, has cost <br />the City money. <br /> <br />Mr. Kraft stated that although the amendment illustrated that $80,000 had been spent in overtime, <br />it also illustrated that there had been $80,000 less spent in full-time salaries, which would equate <br />to zero dollars being spent relating to the activities of the firefighters. <br /> <br />Mr. Walker informed Councilmember Kraft that his analysis was correct. He stated that with <br />respect to the increase in legal fees it should be noted that this amount is not limited to the <br />Firefighters as additional legal counsel has been required during negotiations with the Police <br />Union as well as various issues related to the Loop Trolley. <br /> <br />Mr. Walker stated that with respect to the salaries associated with the recent disciplinary <br />actions the City has taken the money that these employees would have been paid and used it to <br />pay overtime and as a result, the City actually had a net gain. <br /> <br />Mr. Crow stated the administration may see this as a net gain, but taxpayers can see it as <br />$80,000 that the City may not have needed to have spent. <br /> <br />Mr. Walker noted that there are criticisms but no options are offered. He stated that <br />Councilmember Crow and others have accepted the political support of the firefighters and did not <br />think that was any reason to make comments that are not accurate. <br /> <br />Mr. Crow stated that is the City Manager could find one time where Councilmember Crow has <br />ever had anything to do with the firefighters’ union and their support and asked the Mayor to <br />instruct the City Manager to stick to the administration and not politics. <br /> <br />Mayor Welsch asked everyone to limit their comments to the discussion of this specific agenda <br />item. <br /> <br />Dr. Carr stated that based on her understanding of overtime, it is time-and-a-half; therefore the <br />City would have incurred a greater cost per hour. Mr. Walker stated that shift changes had been <br />made in order to minimize the overtime associated with the suspensions. Dr. Carr questioned <br />whether the changes in shifts meant that the Fire Department was fully staffed. Mr. Walker <br />stated that the hiring of five fully certified employees put the department in a position where they <br />now have more staff than they did at the time of the suspensions. <br /> <br />Voice vote on the motion of Mr. Glickert to approve Resolution 2014-36 carried by a majority with <br />Nay votes from Mr. Crow and Dr. Carr. <br /> <br />BILLS <br /> Introduced by Mr. Sharpe <br />2. <br />BILL 9237 – <br />An ordinance amending Schedule III of the traffic code, to revise traffic <br />regulation as provided herein.
